New Castle County is seeking sealed bids for: Repair of Electronics, Starters, VFDs and Electrical
Components, Bid #24-2410R
Bidders are asked to submit sealed bids to New Castle County Purchasing Division, New Castle County
Government Center, 87 Reads Way, New Castle, DE 19720. Bids must be received by
2:00 p.m. on Wednesday, October 25, 2023 must be provided within a sealed envelope.
Questions concerning the project should be submitted in writing via email to Robin Allen, Procurement
Agent, at robin.allen@newcastlede.gov by 12:00 Noon on October 17, 2023.
INSTRUCTIONS FOR BID SUBMISSION
Sealed envelopes must clearly display Bid# 24-2410R, REPAIR OF ELECTRONICS,
STARTERS, VFDS AND ELECTRICAL COMPONENTS in the lower left quadrant on the
front.
Facsimile transmissions of bids are unacceptable and will be rejected without any notice
to the bidding vendor.
Bidders are responsible to retrieve the bid specifications and all addendums from the
New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.
Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof satisfactory to
the County or its designated representative that the bidder and every subcontractor possesses valid and
effective licenses required by the United States, State of Delaware, County and any applicable political
subdivision in which the project is located to do business within each such jurisdiction and to perform
the labor and/or supply the materials involved in the performance of the contract. No contract will be
executed prior to the submission of such proof and the acceptance thereof by the County or its
designated representative.
Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69, Title 29,
and the New Castle County Code.

SUMMARY OF PURCHASING REQUEST
SCOPE
The intention of the bid is to provide firm pricing for the inspection, diagnosis and repair of starters,
VFDs and Electrical and Electronic Components. These specifications shall encompass starters,
VFDs and electrical components of various types, single and three phases for low and medium
voltage applications.
QUALITY ASSURANCE AND WARRANTY
The Starters, VFDs and Electrical and Electronic Components shall be repaired by an experienced repair
shop with at least 10 years of experience in the repair and testing of Starters, VFDs and Electrical
Components.
Third party/aftermarket repair parts and components will be considered provided they meet all the
requirements specified herein. The County reserves the right to require original OEM parts when
deemed in its best interest.
The bidder shall have an established quality control program. The bidder shall comply with NEC, IEC
and IEEE requirements for the repair and testing of Starters, VFDs and Electrical and Electronic
Components, as applicable.
The bidder shall warrant all equipment to be of the highest quality construction, free of defects in
material and workmanship. A written warranty shall include specific details described below.
All items shall be tested and certified as correct prior to return to New Castle County.
The repair and reconditioning including all parts and components furnished shall be warranted for two
(2) years from the date of the repair.
Components failing to perform as specified, or as represented, or as proven defective in service during
the warranty period, shall be replaced, repaired, or satisfactorily modified by the bidder without cost of
parts and labor to New Castle County.

BID INSTRUCTIONS
All proposals shall be evaluated based on the PERCENT DISCOUNT FROM STANDARD REPAIR LIST PRICE.
New Castle County shall be the sole and final judge of the acceptability of proposed equipment and
materials.
STATEMENT OF WORK
Repair Shop Work

Unless specifically directed otherwise, when an item is sent to the contractor for
repair, the contractor shall:
a. Inspect the item thoroughly and determine the scope of repair. This step
shall include:
1. Visual inspection and standard testing methods to determine the
items condition. The contractor shall use their professional
judgement to determine the level of inspection required.
2. Determine the scope of work to repair the item and cost estimate
to complete that work. Determine time to complete all work.
3. Determine the cost to replace with new rather than repair.
Notify the County of the inspection, estimate for repair and time to complete all
work. This step shall be done by e-mail. The contractor shall include: a
breakdown of costs for the repair; an itemized list of costs for any extras or
supplemental work; a firm quote for replacement of the item in kind; and an
estimated schedule for completion of the repair work.
a. Upon approval by the County, the contractor shall repair the item as
quoted.

b. If the County elects not to repair the item, the contractor shall
reassemble (if requested) and return the item to the County in the same
condition as it was delivered; in these cases, the County shall be liable for
standard inspection fee and the shipping and handling costs, only.
TECHNICAL REQUIREMENTS
1.
Unless specifically directed otherwise, the contractor shall repair all items to
restore them to meet or exceed their original conditions and specifications.
2.
Component parts shall be new unless new components are not available or cost
prohibitive. When reconditioned parts are used, it shall be noted as such in the
repair estimate
3.
All repaired items shall be fully tested prior to returning to the County
PICKUP AND DELIVERY
1.
The Contractor shall be required to arrange shipping or pick up and deliver items
to the Conner Building, 187A Old Churchman’s Road, New Castle DE, 19720. The
County reserves the right to make deliveries to or pick up from the contractor's
shop as it deems appropriate.
TURN AROUND TIME
1.
The starters, VFDs and electrical components serviced under this contract may
represent critical equipment to New Castle County’s wastewater collection and
treatment system which provides a vital service to the community. As such, it is
important that these items be repaired promptly and be returned so that they
may be put back into service without delay.

DOCUMENTATION
1.
Contractor shall provide the County with a written report of all service activity
performed. This report shall list the date and time of the request for service;
identification of the item; a detailed description of any test performed; a
detailed description of repairs, a detailed list of parts replaced by part bidder and
part identification number.
2.
Aside from the above report, tagging and documentation of all items worked on
shall be done and signed by the technician performing the work.
WARRANTY
1.
The contractor shall warrant all components and repairs for two (2) years.
2.
All service visits, shipping costs, parts, mileage, labor, inspection, testing, etc.,
necessary to correct a defect under the repair warranty shall be performed by
the contractor at no additional cost to the County.
