New Castle County is seeking competitive sealed priced proposals Landscaping-Lawn
Maintenance at Various County buildings and properties, Bid #: 24SC-334.
Interested parties are asked to submit a priced proposal to New Castle County Purchasing
Division, New Castle County Government Center, 87 Reads Way, New Castle, DE 19720, stating
their interest and qualifications. Proposals must be received by 2:00 p.m. on Wednesday,
February 21, 2024 and must include one (1) original and two (2) printed hard copies and a USB
Thumb Drive within a sealed envelope. Please note that the thumb drive must match the hard
copy to be considered.
Questions concerning the project should be submitted in writing via email to Robin Allen
Procurement Agent, at robin.allen@newcastlede.gov by Noon, on February 8, 2024.
INSTRUCTIONS FOR PROPOSAL SUBMISSION
➢ Sealed proposal envelopes must clearly display Bid # 24SC-334, Landscaping-Lawn
Maintenance in the lower left quadrant on the front.
➢ Facsimile transmissions of proposals are unacceptable and will be rejected without any
notice to the bidding vendor.
➢ Bidders are responsible to retrieve the bid specifications and all addendums from the
New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.
➢ Proposals shall be no more than 30 pages in length excluding Procurement forms
(Signature Page and Affidavit).

Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof
satisfactory to the County or its designated representative that the bidder and every
subcontractor possesses valid and effective licenses required by the United States, State of
Delaware, County and any applicable political subdivision in which the project is located to do
business within each such jurisdiction and to perform the labor and/or supply the materials
involved in the performance of the contract. No contract will be executed prior to the
submission of such proof and the acceptance thereof by the County or its designated
representative.
Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69,
Title 29, and the New Castle County Code.

SUMMARY OF PURCHASING REQUEST
BACKGROUND
New Castle County is seeking competitive sealed priced proposals for landscaping /lawn
maintenance at various County buildings and properties as specified. Vendor shall submit a
priced proposal based on the bid specifications including information which shall allow for
proposal ranking according to the evaluation criteria referenced herein.
New Castle County is a public agency and is subject to the Freedom of Information Act (FOIA).
Firms must designate those items that are considered “trade secrets” as defined in the
Delaware State Code Title 29, Chapter 100. Vendor(s) are advised that once a proposal/bid is
received by the County and a decision on contract award is made, its contents will become
public record, and nothing contained in the proposal will be deemed to be confidential except
those proprietary items marked as “trade secrets”.
Vendor must drive/park on paved surfaces only at all times, unless written permission is
provided for special circumstances.

New Castle County reserves the right to add or delete locations as needed.
SITE INSPECTIONS
Please contact Kendall Sommers at (302) 739-5720 to arrange for site inspections if needed
after the pre-bid meeting.
ADDITIONAL PROVISIONS
Vendor must supply all equipment, supplies and personnel to perform the work required in this
contract. All work shall be properly supervised by qualified personnel. Spray applications will
be supervised by state licensed applicators.
Work must be accomplished during daylight hours, Monday through Saturday. Vendor shall
provide clean up and removal of landscape debris generated by their operations.
Vendor will be liable for reimbursement to New Castle County for the cost of repairing any
damage to New Castle County property.
Successful bidder must furnish New Castle County with certificates of insurance, workmen's
compensation insurance, and other appropriate coverage to protect New Castle County from
any liability.
Invoices shall be submitted approximately the 30th of each month and must be accompanied
by hand receipts or notes signed by a County employee for each location to show proof that the
work has been satisfactorily performed.
After award, any questions regarding contract scope or performance should be referred to
Kendall Sommers at 302-739-5720. Contractor shall not perform any work at any site for which
it feels additional compensation would be due without express direction in writing in the form
of a purchase order modification. Requests for additional work at a site should be referred first
to Kendall Sommers.

SCOPE OF WORK
Section I - Lawn Care
Mowing, trimming and cleanup of all finished turf areas with power equipment and trimmers.
Approximately 30 cuttings per season are anticipated in order to present a neat and well
maintained appearance. At a minimum, all sites will be mowed once per week.
Power edging of all curbs and walks adjacent to lawn areas, one time per month.
Policing of debris prior to mowing.
Applications on finished lawn areas at manufacturer’s recommended rates:
Spring (April 15th - May 20th):
Broad leaf weed control
Pre-emergent crabgrass control
Late Fall (November 15th - December 15th):
Balanced fertilization at 1 lb. nitrogen per 1,000 square feet
Section II – Shrubbery and Trees up to 6" Caliber (within lawn areas)
Pruning of deciduous and evergreen shrubs, as needed throughout the season, to control
growth and maintain the natural shape of the plant material.
All trees shall be pruned one time during the season to remove deadwood and control
excessive growth.
One dormant oil spray will be applied in the spring to applicable plant material according to the
manufacturer’s recommendations. This is done in order to help control wintering insects on
plant material.
