New Castle County is seeking sealed bids for Test and Seal Pipe and Manhole Grouting Service.
Bidders are asked to submit sealed bids to New Castle County Purchasing Division, New Castle
County Government Center, 87 Reads Way, New Castle, DE 19720. Bids must be received by
2:00 p.m. on Wednesday, January 10, 2024, and must be provided within a sealed envelope.
Questions concerning the project should be submitted in writing via email to Robin Allen,
Senior Procurement Agent, at robin.allen@newcastlede.gov by Noon on December 28, 2023.
INSTRUCTIONS FOR BID SUBMISSION
Sealed envelopes must clearly display 24A-009, Test and Seal Pipe and Manhole
Grouting Services in the lower left quadrant on the front.
Facsimile transmissions of bids are unacceptable and will be rejected without any notice
to the bidding vendor.
Bidders are responsible to retrieve the bid specifications and all addendums from the
New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.
Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof
satisfactory to the County or its designated representative that the bidder and every
subcontractor possesses valid and effective licenses required by the United States, State of
Delaware, County and any applicable political subdivision in which the project is located to do
business within each such jurisdiction and to perform the labor and/or supply the materials
involved in the performance of the contract. No contract will be executed prior to the
submission of such proof and the acceptance thereof by the County or its designated
representative.
Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69,
Title 29, and the New Castle County Code.

SUMMARY OF PURCHASING REQUEST
SCOPE OF WORK | SPECIFICATIONS
GENERAL
A. New Castle County Department of Public Works (the County) is seeking proposals for
on-call Mainline Test and Seal Pipe Grouting of Sanitary Sewer Pipes, Defects, and
Lateral Connections and Curtain Grouting for Sanitary Sewer Manholes under
contractual services as described herein at various sites countywide.
B. The Vendor shall be licensed to do business in the State of Delaware and have a current
New Castle County Contractor License.
C. The Vendor shall provide all labor, materials, tools, equipment, and incidentals as
shown, specified, and required for testing mainline sewer pipe joints, defects and lateral
connections by hydraulically applying a positive air pressure to the joints and defects,
then monitoring and recording the pressure in the void. If testing results indicate the
need for rehabilitation, the Vendor shall chemically seal the joint, defect or lateral
connection by using packer injection grouting methods which consist of pressure
injection of chemical grout into the soils outside the pipe. Chemical grouts shall be
designed to be injected into the soil surrounding the pipe, which stabilizes the soil and
forms a permanent impermeable seal called a soil ring, and into the annular space
between liners and host pipes. Adequate volumes of grout must be injected to form an
effective seal. The Vendor shall provide all labor, materials, tools, equipment, and
incidentals as shown, specified, and required for application of grout to the soil and void
areas on the exterior of buried sanitary sewer manholes by means of curtain grouting
technique.
D. The Vendor shall also provide all materials, labor, equipment, and services necessary for
traffic control, notifications to property owners and other stakeholders, controlling flow
of existing sanitary sewer (including full by-pass pumping when required), cleaning and
closed-circuit televised (CCTV) inspection of sewer pipes, quality assurance and quality
control measures.
E. Equipment utilized by the Vendor shall be maintained and calibrated as required by the
equipment manufacturer or process provider.

F. By-passing Existing Sewage Flows When and where necessary the Vendor shall provide
for the flow of existing mainline effluent around the section or sections of pipe
designated for testing and sealing. Service connection effluent may be plugged only
after proper notification to the affected residence and may not remain plugged
overnight. Test and seal work shall not begin until the Vendor has installed a sewage by-
pass system and all pumping facilities have been installed and tested under full
operating conditions including the bypass of mainline and side sewer flows. The Vendor
shall coordinate sewer bypass and flow interruptions with the Owner, property owners
and businesses per Section 01 35 14 Notification Procedures. The pump and bypass
lines shall be of adequate capacity and size to handle peak flows. The Contractor shall
submit a detail of the bypass plan and design to the County’s representative before
proceeding with testing and sealing.
G. The Vendor is responsible for proper, accurate, and complete procedures as defined by
this request for proposal and the manufacturer. All work performed is subject to review
and inspection by the County or their representative.
H. The Vendor shall be prepared to perform the requested services outside of public rights
of way; however, it is the County’s intent to request services in areas that are accessible
to the Vendor, with little or no clearing required by the Vendor. Where clearing is
necessary the County will make arrangements for clearing and restoration by other
means.
I. No performance bonds are required.
J. All appropriate Federal, State and Local rules, regulations, and requirements must be
adhered to for this type of work.
K. Time is an essential element of the contract, and it is essential that the work be
vigorously prosecuted until completion, as the cost to the County of the administration
of the contract, including engineering, inspection, and supervision, will increase as the
time required for the work is increased. The discreet scope of services that shall be
requested under this bid will be assigned a time limit to complete the scope. At the time
the Vendor responds to a request for services, the Vendor shall consider the time limit
and make a recommendation for different time limit if the Vendor determines that the
one requested is insufficient to perform the work. For each day that assigned tasks

remain uncompleted after expiration of the assigned or amended time limit, liquidated
damages in amounts estimated by the County as necessary to recover expenses shall be
deducted from any payments due the Vendor.
L. Upon issuance of a purchase order for services, the Vendor shall begin work on the date
agreed to by New Castle County via schedule submittal and pursue completion of
specified tasks continuously on all acceptable working days until the services are
completed.
a. A working day is defined as a day upon which, in the opinion of the County or its’
representative, weather and soil conditions are such that the Vendor can work
more than half of his current normal force for more than five (5) consecutive
hours. Working days shall not include Saturdays, Sundays, and County
recognized holidays unless specifically approved by the County.
b. Working hours shall be confined to 7:00 AM to 4:30 PM unless specifically
approved, in advance, by the County on a location-by-location basis. These
working hours do not supersede time limitations that may be established by
DelDOT in a utility construction or traffic safety permit.
M. If night, Sunday or holiday working are deemed necessary, a request shall be submitted
to the Engineer at least three weeks in advance of the desired dates. If the task requires
access to sewer assets in the public right-of-way, then DelDOT must grant access by an
approved traffic safety permit, the County shall make application for the permit if the
Engineer is agreeable to the request. The County shall provide an inspector to be
present on behalf of the Engineer and will require the Vendor to reimburse the county
for inspection costs.
N. It is the County’s intent to aggregate sufficient work such that the value of each
purchase order is no less than $10,000. Should an occasion arise whereby the County
desires to issue a purchase order for quantities of work resulting in less than $10,000
using the bid prices, the Vendor reserves the right to request an adjustment to the unit
prices bid for County consideration.

REQUIREMENTS:
MANDATORY SAFETY PROCEDURES
This Contract requires work in active sewers. Follow all federal, state and local requirements
for safety in confined spaces and adhering to uniform traffic controls. Requirements for
Confined Space Entry are located in Appendix 1, Section 01 35 26.23.
When the Vendors representatives observe an overflowing or surcharged sewer manhole,
then the Vendors representative shall call the New Castle County Department of Public Works
Dispatch at 302-395-5700 and inform the operator of the location of the overflow or surcharge.
The Vendors employee shall remain at the location until a representative of the County
arrives.
The Vendor will properly maintain and safely protect the work area at all times. The Vendor
assumes full responsibility for the safety of their workers and the public within the work
area. The Vendor shall conduct installation operation, cleanup and property restoration in a
manner to cause the least possible obstruction and inconvenience to traffic, pedestrians,
businesses, and property owners and their tenants.
All work performed on DelDOT roadways will require traffic control as deemed necessary by
the appropriate Case in the latest edition of Delaware Manual on Uniform Traffic Control
Devices (MUTCD) published by the DelDOT. Requirements for maintenance and protection
of traffic are located in Appendix 1, Section 01 55 26.
Additional safety considerations including safely handling, mixing, and transporting of
chemical grouts, additives and resin should be provided by the material supplier, and should
include safe operating practices and procedures, appropriate personal protective equipment
(PPE) for the various grouting operations, and proper storage, transportation, mixing, and
disposal of grouts, additives, and their associated containers. All personnel working with
chemical grouts and additives shall complete grout handling and mixing training from the
grout supplier. See Appendix 1, Section 33 01 30.61-Pipeline Packer Injection Grouting.
The Vendor will properly maintain and safely protect the work area at all times. The Vendor
assumes full responsibility for the safety of their workers and County residents.
