Stormwater Management Basin Retrofit and Improvements Hampton Pointe
Sealed bids are invited for rehabilitation of the stormwater management basin improvements as
summarized below.
The project consists of the retrofit and improvements to an existing stormwater management
basin located on private open space in the Hampton Pointe subdivision. Work will include
erosion and sediment control measures, temporary bypass pumping, dewatering, removal and
disposal of accumulated sediment, removal and disposal of an existing outlet structure and
discharge pipe, placement of a new outlet structure, discharge pipe, rip-rap drainage stilling
basin, and flared end section with riprap apron, backfilling and regrading, stabilization of
embankments and channels, removal of erosion control measures, and preparation of as-built
plans in accordance with the contract specifications and drawings. Temporary traffic control is
to be provided in accordance with Part 6 Temporary Control of the Delaware Manual on
Uniform Traffic Control Devices (MUTCD).
Bids addressed to the New Castle County Purchasing Division will be received by the Purchasing
Division, New Castle County Government Center, 87 Reads Way, New Castle, DE, 19720, telephone
(302) 395-5250 until 2:00 p.m. March 5, 2024, when they will be opened and read publicly.
Bid envelopes shall carry a clear notation Stormwater Management Basin Retrofit and
Improvements Hampton Pointe” Contract No.: 2024-03, Bid No.: 24-2414. Plans and
Specifications may be obtained in the William J. Conner Building, 187-A Old Churchmans Road,
Room 063, New Castle, DE, 19720, telephone (302) 395-5749, on and after February 6, 2024 upon
payment of $50.00 (non-refundable) for paper copies, digital copies are provided without a fee by
calling (302) 395-5749 or (302) 395-5751 or emailing: john.wolos@newcastlede.gov or
monnica.newman@newcastlede.gov.
Bids shall be accompanied by a bidder’s bond or certified check in an amount equal to 10 percent of
the bid price, payable to New Castle County and conditioned to be forfeited to said County for failure
to enter into a contract, if awarded.
Awards, if any, will be made to the lowest responsible bidder. The County reserves the right to reject
all bids and to waive minor irregularities. Bidders are required to submit all Proposal pages with their
bid. The Proposal must be signed and sealed. A bid bond must be included with the Proposal. The
CRC form, if not already submitted, must be included with your submission. Any deviation from these
instructions may result in the rejection of your bid. The successful Bidder will be required to give bond
of a surety company, acceptable to the County, and licensed to do business in the State of Delaware,
in the amount of the contract price.
ALCOHOL & DRUG TESTING
New Castle County Code, Section 2.05.305 requires contractors and subcontractors to implement a
mandatory alcohol & drug testing program for their employees who work pursuant to a Public Works
contract. Included in the specifications for this project is an affidavit certifying compliance with the
Ordinance. This affidavit must be executed and submitted with the bid. Failure to submit the affidavit
by that time shall result in the County’s inability to consider your bid for award. Forms submitted by
facsimile will not be accepted.
AMERICAN RESCUE PLAN ACT
This contract is being funded in whole or in part with federal funds received from the American
Rescue Plan Act (ARPA). Bidders will be required to adhere to all applicable federal laws, regulations,
executive orders, and terms and conditions of the funding award. In addition, Bidder will be required to
adhere to all other federal, state and County laws, regulations, executive orders, and terms and
conditions as applicable to this contract.
PREVAILING WAGES
The payment of prevailing wages as determined by the State of Delaware Department of Labor to all
mechanics and laborers working on this project is required. A schedule of the rates is included in the
specification.
PREBID MEETING
There will be pre-bid meeting at 10:00 am on February 20, 2024 in the General Meeting Room of the
William J. Conner Building, 187-A Old Churchmans Rd., New Castle, DE. TEAMS meeting invitations
will be provided for those wishing to attend virtually.
PREQUALIFICATION
New Castle County will only accept bids from contractors prequalified with the County in the category
“D” Drainage Works. Prequalification forms are available from the Public Works Contracts Officer
Jack Wolos at john.wolos@newcastlede.gov or Monnica Newman at 302-395-5751 or
monnica.newman@newcastlede.gov in the William J. Conner Building, telephone 302-395-5749.
