New Castle County is seeking sealed bids for PROVIDE AND INSTALL A SPACE CAP AND
UPFITTING FOR EACH VEHICLEfor Emergency Medical Services Paramedic provided
vehicles.
Bidders are asked to submit sealed bids to New Castle County Purchasing Division, New Castle
County Government Center, 87 Reads Way, New Castle, DE 19720. Bids must be received by
2:00 p.m. on Wednesday, January 10, 2024 and must be provided within a sealed envelope.
Questions concerning the project should be submitted in writing via email to Robin Allen,
Senior Procurement Agent, at robin.allen@newcastlede.gov by January 3, 2024.
INSTRUCTIONS FOR BID SUBMISSION
Sealed envelopes must clearly display Bid# 24-2417 PROVIDE AND INSTALL A SPACE
CAP AND UPFITTING FOR EACH VEHICLE in the lower left quadrant on the front.
Facsimile transmissions of bids are unacceptable and will be rejected without any notice
to the bidding vendor.
Bidders are responsible to retrieve the bid specifications and all addendums from the
New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.
Mandatory Pre-Bid Meeting
NOTE: The Mandatory Pre-Bid Meeting will take place during the week of January 2, 2024 to
review any questions vendors may have via MS Teams. To attend the Mandatory Pre-Bid
Meeting, please RSVP to robin.allen@newcastlede.gov by December 31, 2023, with your
email address. You will be notified of the date and time of the Pre-Bid Meeting and a
meeting link will be provided. All perspective vendors interested in bidding must attend the
Mandatory Pre-Bid Meeting, in order for your bid to be accepted. Please note: No bids will
be accepted from any vendor that does not attend the Mandatory Pre-Bid Meeting. We will
also post an addendum with the link for the Teams Pre-Bid Meeting.

SUMMARY OF PURCHASING REQUEST
SCOPE OF WORK | SPECIFICATIONS
SECTION I
Quantity (Range approximately from 1 to 13) EMERGENCY MEDICAL SERVICES PARAMEDIC
RESPONSE VEHICLE(S).
1. Chassis
1.1. Ford F-350 4x4 XLT Crew Cab and 6-3/4foot bed with a 159.8- inch wheelbase.
Vehicle to be provided by New Castle County.
2. Body
2.1. Fiberglass style SpaceKapcap insert to fit a Ford F350. The cap will be white in color
to match the chassis color. The cap will have fold up doors on the passenger and
driver side above the bed rail that will have the ability to be opened from the street
level. Each of these doors will have strut assist for ease of opening and closing. The
rear doors of the cap insert will have two (2) doors with 60/40 configuration, and
open independently of each other. The door design will allow for full usable space
within the cap insert from bed floor to top of cap. All doors will be equipped with
smooth opening paddle door handles.
2.2. All cabinet areas and open cap area will have adequate lighting on each door and
inside of unit to illuminate all areas when the doors are open. All cabinet doors will
have the ability to be electronically locked and unlocked from the vehicle OEM key
fob and from a switch located on the cab console.
3. Drivers and Passengers Side Compartments
3.1. ALL fabrications to be installed will be finished in white Powder Coated.

3.2. Passenger Side Cabinet: will have a half side compartment toward the rear of the
cap measuring 21” high x 34” x 9” deep.
3.3. Driver Side Cabinet: will have a half side compartment toward the rear of the cap
measuring 21” high x 34” wide x 15” deep.
3.4. Each side cabinet will have a single level angled tray, mounted in a fashion that will
allow the tray to roll out and down for ease of access. Each tray will have a strut
assist (33.5” w x 35” d with 3” front lip and x 2” side and rear lip).
3.5. Turtle tile (red) will be installed in all trays and on all shelf surfaces (not including
interior drawers).
4. Rear Compartment Area
4.1. One (1) Rear facing mid-level tray, (between the 2 half side compartments as listed
above) mounted in a fashion that will allow the tray to roll out and down for ease of
access (each tray will have strut assist). Ventilation holes will be included in floor of
tray for air flow.
4.2. Two (2) Half width 6.5’ slide out manual trays, with adjustable dividers – Tray will be
78” long x 24” wide includes. Trays will have the capability of holding no less than
750 pounds and will have a smooth and easy operation regardless of angle/grade of
vehicle.
4.3. Turtle tile in all trays and shelf surfaces red in color (not including interior drawers)
4.4. Inner rear door combination scene/amber warning lights, gull wing warning lights
and pull-down straps.
4.5. Rear inner door flashing light and white Cut-out switches.
4.6. One (1) Additional Luma Bar LED interior light 30” high output.

5. Warning Lighting and Siren Package
5.1. Chassis
Integrity Dual Color plus White Light Bar with Alley and Full Bar White scene lighting,
diagram containing color choices for the LED’s contained in the light bar (lighting will
match Current NCC*EMS fleet ). The light bar will also contain an opticom compatible
with Delaware’s opticom system and it will be capable of full bar steady burn (flood
light) in White lighting.
Pathfinder Siren/Light Controller with integrated Dual Tone capability, Horn Ring
Transfer, Park Kill, PA, OBDII Vehicle Integration (when available), Programmable Inputs
and Outputs
I/O Expansion Module
(10) MicroPulse Ultra 122U and 62U LED lights
CN Signal Master 8 Lamp with 6 Lamp Traffic Directional Control, X,X End
Warning lamps
(lighting diagram will match current EMS fleet)
Head unit to be placed in center console of vehicle with location determined by NEW
CASTLE COUNTY EMS DIVISION. Siren to be connected to the vehicle horn so that the
operator can utilize siren functions without removing hands from steering wheel.
Activation will allow for continuous function until depressed de-activating the siren. The
siren will produce no less than 200 Watts of power through two speakers.
