New Castle County is seeking sealed bids for Support Services Cap (EMS) Upfitted with

SpaceKap - Built and Installed.

Bidders are asked to submit sealed bids to New Castle County Purchasing Division, New Castle

County Government Center, 87 Reads Way, New Castle, DE 19720. Bids must be received by

2:00 pm. on Wednesday, January 10, 2024 and must be provided within a sealed envelope.

Questions concerning the project should be submitted in writing via email to Robin Allen Senior

Procurement Agent, at robin.allen@newcastlede.gov by Noon, December 31, 2023

INSTRUCTIONS FOR BID SUBMISSION

➢ Sealed envelopes must clearly display Bid # 24-2418 - Support Services Truck Upfitted

with SpaceKap in the lower left quadrant on the front.

➢ Facsimile transmissions of bids are unacceptable and will be rejected without any notice

to the bidding vendor.

➢ Bidders are responsible to retrieve the bid specifications and all addendums from the

New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.

Mandatory Pre-Bid Meeting

NOTE: The Mandatory Pre-Bid Meeting will take place during the week of January 2, 2024 to

review any questions vendors may have via MS Teams. To attend the Mandatory Pre-Bid

Meeting, please RSVP to robin.allen@newcastlede.gov by December 31, 2023, with your

email address. You will be notified of the date and time of the Pre-Bid Meeting and a

meeting link will be provided. All perspective vendors interested in bidding must attend the

Mandatory Pre-Bid Meeting, in order for your bid to be accepted. Please note: No bids will

be accepted from any vendor that does not attend the Mandatory Pre-Bid Meeting. An

addendum will also be published on our website with the meeting information at a later

date.

Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof

satisfactory to the County or its designated representative that the bidder and every

subcontractor possesses valid and effective licenses required by the United States, State of

Delaware, County and any applicable political subdivision in which the project is located to do

business within each such jurisdiction and to perform the labor and/or supply the materials

involved in the performance of the contract. No contract will be executed prior to the

submission of such proof and the acceptance thereof by the County or its designated

representative.

Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69,

Title 29, and the New Castle County Code.

SUMMARY OF PURCHASING REQUEST

SCOPE OF WORK | SPECIFICATIONS

SUPPORT SERVICES TRUCK UPFIT Cap Specifications (1 unit)

Fiberglass style SpaceKap™ Wild cap insert to fit a Ford F350 full bed pickup (vehicle provided).

The cap will be white in color to match the chassis color.

The cap will have fold up doors on the passenger and driver side above the bed rail that will

have the ability to be opened from the street level. Each of these doors will have strut assist for

ease of opening and closing.

The rear doors of the cap insert will have two (2) doors with 60/40 configuration, and open

independently of each other. The door design will allow for full usable space within the cap

insert from bed floor to top of cap.

All doors will be equipped with smooth opening paddle door handles.

All cabinet areas and open cap area will have adequate lighting on each door and inside of unit

to illuminate all areas when the doors are open.

All cabinet doors will have the ability to be electronically locked and unlocked from the vehicle

OEM key fob and from a switch located on the cab console.

All fabrications to be installed will be finished in white Powder Coated.

Passenger Side Cabinet: will have a side compartment front third will have a bin system to

accommodate removable bins and up to 12 inches deep.

Side cabinets will have a shelf midway separating the height of the cabinet. Position to be

determined by customer at Pre-construction.

Drivers side cabinet will have a single level angled tray, mounted in a fashion that will allow the

tray to roll out and down for ease of access. Tray will have a strut assist.

Driver Side Cabinet: will have a side compartment toward the rear of the cap measuring 15”

deep.

Rear of cap to have ability to provide power to 2 receptacles from a power inverter 2000/330w

peak, Location to be determined by New Castle County Emergency Management Services Unit.

Turtle tile will be installed in all trays and on all shelf surfaces color to be blue

Stationary upper shelf accessible from the rear in top of opening between side cabinets to hold

a folding table and 10x10 scene tent.

Two (2) Half width slide out manual trays, with adjustable dividers – Tray will be 24” wide Trays

will have the capability of holding no less than 750 pounds and will have a smooth and easy

operation regardless of angle/grade of vehicle.

Inner rear door combination scene/amber warning lights

Rear inner door flashing light Cut-out switch for both the white and amber separately

One (1) Additional Luma Bar LED interior light 30” high output

with Delaware’s opticom system and it will be capable of full bar steady burn (flood

light) in White lighting.

One light to be mounted under each rear door towards the outer section of vehicle and

alternate in a Blue/Yellow – Red/Yellow pattern. The pattern will be timed out with the

MicroPulse 12 lights and will be a diagonal pattern of red/yellow and blue/yellow.
