New Castle County is seeking sealed bids for SpaceKap – Remount – New Castle County

Emergency Medical Services (NCC EMS) Vehicle(s). The caps encompasses both supervisor and

medic unit remounts to existing vehicles.

Bidders are asked to submit sealed bids to New Castle County Purchasing Division, New Castle

County Government Center, 87 Reads Way, New Castle, DE 19720. Bids must be received by

2:00 p.m. on Wednesday, January 10, 2024, and must be provided within a sealed envelope.

Questions concerning the project should be submitted in writing via email to Robin Allen,

Senior Procurement Agent, at robin.allen@newcastlede.gov by Noon, December 31, 2023.

INSTRUCTIONS FOR BID SUBMISSION

➢ Sealed envelopes must clearly display 24-2420, SpaceKap – Remount – New Castle

County Emergency Medical Services Vehicle(s) in the lower left quadrant on the front.

➢ Facsimile transmissions of bids are unacceptable and will be rejected without any notice

to the bidding vendor.

➢ Bidders are responsible to retrieve the bid specifications and all addendums from the

New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.

Mandatory Pre-Bid Meeting

NOTE: The Mandatory Pre-Bid Meeting will take place during the week of January 2, 2024, to

review any questions vendors may have via MS Teams. To attend the Mandatory Pre-Bid

Meeting, please RSVP to robin.allen@newcastlede.gov by December 31, 2023, with your

email address. You will be notified of the date and time of the Pre-Bid Meeting and a

meeting link will be provided. All perspective vendors interested in bidding must attend the

Mandatory Pre-Bid Meeting, in order for your bid to be accepted. Please note: No bids will

be accepted from any vendor that does not attend the Mandatory Pre-Bid Meeting. An

Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof

satisfactory to the County or its designated representative that the bidder and every

subcontractor possesses valid and effective licenses required by the United States, State of

Delaware, County and any applicable political subdivision in which the project is located to do

business within each such jurisdiction and to perform the labor and/or supply the materials

involved in the performance of the contract. No contract will be executed prior to the

submission of such proof and the acceptance thereof by the County or its designated

representative.

Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69,

Title 29, and the New Castle County Code.

SUMMARY OF PURCHASING REQUEST

SCOPE OF WORK | SPECIFICATIONS

New Castle County is seeking sealed bids for SpaceKap – Remount – New Castle County

Emergency Medical Services (NCC EMS) Vehicle(s). The caps encompasses both supervisor and

medic unit remounts to existing vehicles.

REQUIREMENTS

CAP (Note the requirements encompasses both supervisor and medic unit remounts)

RRU Body will be removed from current host vehicle, inspected, and full coat of wax applied. All

doors and hardware will be inspected and adjusted as required. Gaskets inspected for wear. A

new installation kit will be supplied for the new vehicle and the cap will be upgraded with new

securement system. Vehicle will be prepared for installation of RRU body. The body will be

installed and secured to the new host truck. New hardware if required will be billed additionally

All fabrications will be inspected, cleaned and hand touched up where scratches are present.

Fabrications that require removal will be noted, photographed and quoted on an individual

basis for re-powder coating. Customer will be required to approve this work and costs prior to

proceeding.

Ford Super Duty Console Leg Kit

Console will be mounted in a manner that will not interfere with airbag deployment and will

not interfere with any features of the cab interior, laptop power cord, and delay timer.

Console with computer mount will be installed between the two front seats. Upfitter will supply

power to console (hot, power, ground and ignition) for two (1) 800 MHz radio and computer.

Additional cables for GPS and radio antennas will be installed.

Additional accessories for console will include: F-350 floor plate (Model #425-6133), dual cup

holders (Model #425-6205), two (2) adjustable arm rests (Model #425-6411) two (2) 12VDC

power plugs with two (2) USB ports, and magnetic microphone holders.

Proper face plates for siren/light control, 800 MHz radios and switches will be installed for a

proper and professional finished appearance. All mounting hardware for radio and siren will be

provided by vendor along with any necessary blank filler plates. Relays, breakers and power

supplies are to be installed in compartment R-1, Upfitter will identify how they intend to

accomplish the mounting of the aluminum load center box. Vendor will provide electrical wiring

diagram of all electronics installed.

Dual color RED/WHITE dome light will be installed in cab ceiling. Light to be mounted in a

manner to provide primary lighting to driver and front seat passenger.

Magnetic Mic™ provided and installed by upfitter

ELECTRICAL

2 NMO Antenna Mount with cable for supervisors unit builds

Install customer supplied GPS antenna

Secure Idle (keyout engine remains running with column and ignition lock)

Add additional 110v power strip to passengers’ side of the truck similar to drivers’ side current

setup.

GRAPHICS

Graphics Package, graphics to match current units with numerical ID provided by customer

Removed and re-graphic rear of cap. Lettering over gullwing doors can stay if it is noted not

faded. If this is the case, then upfitter will notify NCC for replacement cost.

OPTIONS

One (1) Streamlight Survivors LED with charger will be installed in cab wired directly to vehicle

battery for constant charging capabilities. Verify mounting location in cab prior to installation

with New Castle County EMS Division.
