Full-Service Fire Protection System Monitoring and Maintenance
New Castle County is seeking competitive sealed priced proposals to provide full-service fire
protection and system monitoring and maintenance at various locations within New Castle
County.
Interested parties are asked to submit a priced proposal to New Castle County Purchasing
Division, New Castle County Government Center, 87 Reads Way, New Castle, DE 19720, stating
their interest and qualifications. Proposals must be received by December 13th, 2023, and must
include two (2) printed hardcopies and a USB/thumb drive of said proposal within a sealed
envelope. The USB/thumb drive submitted must match the hardcopy submitted, and unless
there is an issue in opening reading the USB/thumb drive, this electronic version will be the
proposal of record.
Questions concerning the project should be submitted in writing via email to Frank Penta at
frank.j.penta@newcastlede.gov by 3pm on December 1st, 2023.
INSTRUCTIONS FOR PROPOSAL SUBMISSION
➢ Sealed proposal envelopes must clearly display Bid #24SA-347, Full-Service Fire
Protection and System Monitoring and Maintenance in the lower left quadrant on the
front.
➢ Facsimile transmissions of proposals are unacceptable and will be rejected without any
notice to the bidding vendor.
➢ Bidders are responsible to retrieve the bid specifications and all addendums from the
New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.
Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof
satisfactory to the County or its designated representative that the bidder and every
subcontractor possesses valid and effective licenses required by the United States, State of
Delaware, County and any applicable political subdivision in which the project is located to do
business within each such jurisdiction and to perform the labor and/or supply the materials
involved in the performance of the contract. No contract will be executed prior to the
submission of such proof and the acceptance thereof by the County or its designated
representative.
Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69,
Title 29, and the New Castle County Code.

Full-Service Fire Protection System Monitoring and Maintenance
SUMMARY OF PURCHASING REQUEST
New Castle County requires full-service maintenance and repair, and monitoring of New
Castle County’s fire protection systems at various building locations as noted herein.
The full-service maintenance and repair consist of the alarm system, the suppression
system, the FM 200 system and all sprinkler systems. This will include annual testing of
all fire systems.
The Vendor selected shall meet all local, state and federal codes, rules and regulations
related to this type of work and must perform work in accordance with them, including,
but not limited to, licenses, permits, insurance, etc.
Vendors shall provide a copy of their New Castle County license, State of Delaware
Business license, and any other applicable licenses. This includes, but is not limited to,
licensing for Fire Alarm Testing; Fire Suppression Systems; Fire Alarm Monitoring, FM
200 certification, New Castle County Business License, and New Castle County
Contractors License.
Vendor (or sub-contractors to be utilized by the selected vendor) shall have the
capability to provide and utilize AA grade phone line security. New Castle County shall
ensure that the existing communicators meet the AA rating. If the monitoring station is
not local, New Castle County requires the vendor to incur all costs for long distance
phone transmissions.
EXCEPTIONS
Acts of God, Vandalism, Physical Neglect, or any equipment that is no longer supported
by the manufacturer (which shall be documented by the vendor via the manufacturer)
are NOT included as the Vendor’s responsibility within this RFP. Any issues requiring
repair due to these circumstances are to be quoted separately and repaired after being
approved by our Building Maintenance Management team. Hourly rates are to be
provided for all repair work due to these circumstances on the pricing sheet provided
below.
Inspections and replacements of the fire extinguishers at all locations are NOT included
in this RFP.

SCOPE OF WORK
The work to be performed under the specifications herein shall consist of furnishing all
material, labor, supervision, tools, supplies, and any other items or expenses necessary
to provide comprehensive full maintenance services, repairs, and monitoring of every
description, including, but not limited to, adjustments, replacement of parts, batteries,
or components, testing and inspections of audio and visual signals as specified by New
Castle County and
in accordance with State of Delaware Fire Marshall regulations for fire alarm detection
signaling systems unless otherwise stated. If any FM200 would release as a result of the
vendor’s negligence, the vendor shall bear the cost of gas replacement. New Castle
County will bear the cost if any FM200 is released due to an actual event.
Vendor shall quote annual costs to provide full-service maintenance and repair, and
monitoring services for each location listed below for New Castle County. Prices must
include system monitoring, parts and labor, semi-annual inspections, and quarterly
signal tests. Audible signal tests will be conducted off hours scheduled with Building
Maintenance personnel to minimize disruption to building occupants.
The vendor shall be responsible for coordinating with manufacturers of equipment for
proper interfacing, replacement parts, and maintenance required having fully
operational systems during the life of the contract. The vendor shall correct any faults
that may be found in testing and inspections of equipment in order to bring the system
into compliance. These repairs shall be done in accordance with the time frame
stipulated by the State Fire Marshall’s Office.
Vendor shall inspect the entire system early in June of the contract year and provide
written verification that all systems are in a fully operational capacity, with no need
for any repairs, as of June 30 of each contract year.
New Castle County will accompany vendor’s staff on all inspections, testing’s, etc. All
tests shall be performed with audible sounds and shall be pre-scheduled with New
Castle County’s Facilities Maintenance Section. The hours of testing and inspections
shall be after 5:00 p.m., Monday through Friday or weekends, unless otherwise agreed

upon by New Castle County. It is the intent to have these inspections performed during
hours when facilities are least occupied or might be least disruptive.
U. L. Listed - The central station shall be equipped and staffed to meet requirements as
defined by Underwriters Laboratories, Inc., for these types of systems with all openings,
closings, supervisory alarms, signals recorded, signals time stamped, and signals
transmitted to and received in the central station for all detectable action. The Vendor
(or sub-contractors to be utilized by the selected vendor) shall provide a UL certification
with the bid submission.
For fire alarm systems, a single access code shall be issued to New Castle County. New
Castle County reserves the right to add, change, or delete authorized personnel
throughout the life of the contract.
The central station shall maintain a list of individuals to be notified in the event of an
alarm or trouble as provided by the County. Vendor must notify the County
immediately of an alarm or trouble.

County, and within 24 hours and/or the following workday for non-emergency
repair/maintenance work. Vendors shall complete a maintenance or emergency service
form for all calls made to New Castle County. Forms shall be signed by the technician
completing the service and e-mailed to WSuiter@nccde.org within two (2) business
days.
New Castle County reserves the right to add or delete locations.
EQUIPMENT LIST
All equipment to be covered in this contract is listed by site as individual appendices of
this RFP. The latest fire alarm inspection and testing reports have been provided, which
will list all equipment at each site utilized by New Castle County and the latest work and
notations regarding the equipment.
