New Castle County is seeking sealed bids for PAVING, Bid #24C-005
Bidders are asked to submit sealed bids to New Castle County Purchasing Division, New Castle
County Government Center, 87 Reads Way, New Castle, DE 19720. Bids must be received by
2:00 p.m. on Wednesday, January 10, 2024, and must be provided within a sealed envelope.
Questions concerning the project should be submitted in writing via email to Robin Allen,
Procurement Agent, at robin.allen@newcastlede.gov no later than Noon on December 28,
2023.
INSTRUCTIONS FOR BID SUBMISSION
Sealed envelopes must clearly display 24C-005, PAVING in the lower left quadrant on
the front.
Facsimile transmissions of bids are unacceptable and will be rejected without any notice
to the bidding vendor.
Bidders are responsible to retrieve the bid specifications and all addendums from the
New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.
Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof
satisfactory to the County or its designated representative that the bidder and every
subcontractor possesses valid and effective licenses required by the United States, State of
Delaware, County and any applicable political subdivision in which the project is located to do
business within each such jurisdiction and to perform the labor and/or supply the materials
involved in the performance of the contract. No contract will be executed prior to the
submission of such proof and the acceptance thereof by the County or its designated
representative.
Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69,
Title 29, and the New Castle County Code.

SUMMARY OF PURCHASING REQUEST
SCOPE OF WORK | SPECIFICATIONS
New Castle County is seeking proposals for paving for parking lots, roadways, pathways, trails
etc. at various New Castle County properties. All asphalt must meet DelDOT specifications
unless otherwise specified by New Castle County. Pavement may consist of Hot-Mix
Bituminous Concrete, Pervious Hot Mix Bituminous Concrete, Geo grid filled with stone or
topsoil. All signage for parking lots and pathways as required per the project specifications
must be included.
NEW PAVING
Work shall consist of furnishing all excavation, grading, drainage, GABC, curbing, pavement per
detail or plan specifications All disturbed areas must be harley raked, seeded, and stabilized per
the Delaware Erosion and Sediment Control Handbook (DESCH) or as directed by New Castle
County.
PAVING RENOVATION
Work shall consist of milling existing pavement or full removal of pavement and GABC
replacement as needed. Paving must meet the depth as specified on a project-by-project basis.
PAVING MAINTENANCE
Work shall consist of crack filling, saw cutting small sections, removal, repaving and sealcoating.
All materials for crack filling and sealcoating must be in accordance with FHA and ASTM
standards.
No performance bonds are required.
All appropriate Federal, State and Local rules, regulations, and requirements must be adhered
to for this type of work.

REQUIREMENTS
INVOICES
Vendor shall submit itemized invoices as directed by Purchase Orders issued against this bid.
Invoices must identify the Purchase Order number, site location, if hauled site by outside
contractor, number of square yards or tons of paving provided; specify the type of material
provided and the corresponding contract rate. When applicable, the Case Number assigned
from the DelDOT Manual for Traffic Control shall be included as a separate line item on the
invoice with the contract rate for that Case Number.
Payment will be made to the Vendor only after the work has been inspected by New Castle
County’s authorized representative and found in compliance with acceptable standards and
specifications as detailed in this bid. In addition, all work performed under Part II DelDOT
Jurisdiction will require that the DelDOT Inspector approve the completed work.
PRICE
Please note that mobilization costs shall be included in the lump sum pricing quoted herein per
job or project. Prevailing wage rates do not apply.
PRICE ADJUSTMENTS
Prices will remain firm for the term of the contract. Should New Castle County offer to extend
the contract, either party may request unit price adjustments.
FORM OF PROPOSAL
On the attached form showing prices as outlined and signed by an official of the firm.
MANDATORY SAFETY PROCEDURES
Since work will be performed in parklands/public areas of the County and on State roadways,
the safety of all citizens is paramount. The vendor will properly maintain and safely protect the
work area at all times. The vendor assumes full responsibility for the safety of citizens for each
project.

MAINTENANCE OF TRAFFIC
Traffic shall be maintained on New Castle County property while the work is being performed.
The vendor shall provide and maintain ingress and egress to and from the areas abutting the
work project. Activities, which may temporarily interfere with access, shall be coordinated in
advance with the County or as otherwise designated by New Castle County.
Traffic on DelDOT roadways shall be maintained as required on each specific permit issued by
DelDOT and will be under the direction of a DelDOT Inspector.
Some areas may require traffic control on either 2 or 4 lane roads or may require a detour; that
is the purpose for Part III in these specifications, each Case # is applied to a specific situation
where the work will be done and will be utilized according to the project. When the County
applies for the Utility Construction Permit, per the current, or as amended, DelDOT Standard
Specifications - Division 400 of the Bituminous Materials Section, will be supplied to the vendor
along with the permit.
PERMITS
The Vendor shall be licensed to do business in the State of Delaware and New Castle County.
The vendor is responsible for obtaining permits applicable to each project. However, the
County shall apply for Utility Construction Permits necessary under Part III of these
specifications. (See Part III - Traffic Control and Permits for Clarification.)
DESCRIPTIONS
It is the intent and purpose to include everything necessary for the thorough and satisfactory
completion of the work, although each item or method of execution may not be specifically
mentioned.
Any blacktop used on roadways under DelDOT jurisdiction must be released/approved by their
inspectors; all materials used on any project must meet DelDOT specifications as stated in these
Paving Bid Specifications, but do not have to be released by DelDOT inspectors if the project is
on County property. New Castle County will advise, at the time of the project, which
circumstances apply.

Part I New Castle County Property
Paving shall consist of furnishing and/or placing Hot-Mix Bituminous Concrete for roadways,
pathways, parking areas, court games, etc., in accordance with these specifications and in
reasonably close conformity with the lines, grades, thickness, and typical cross-sections shown
on the plans or as directed by the County. It shall also include demo of existing features
(pavement, curbing, drainage, fencing, etc.) milling, excavation, drainage/stormwater
management, placement of stone base, backfill, topsoiling seeding/sodding at pavement edges,
and removal of all excess materials/debris from site as directed by the County.
Part II Specified Roadways under DelDOT Jurisdiction
Paving shall consist of furnishing and/or placing Hot-Mix Bituminous Concrete for the repair of
roadways in accordance with these specifications and in reasonably close conformity with the
lines, grades, thickness, and typical cross-sections shown on the plans or as directed by the
County. It shall also include saw cutting, removal, and disposal of excavated materials,
placement of stone base, backfill, topsoiling, seeding/sodding at pavement edges, traffic
control, and removal from site of all excess materials as directed by the County.
Part III - Traffic Control & Permits:
All work performed on DelDOT roadways will require traffic control as deemed necessary by the
Case Number in the DelDOT Manual for Traffic Control and in accordance with the
specifications in the manual dated September 2011, or as amended. The County shall apply
for the Utility Construction Permit, but all correspondence pertaining to the work site will be
coordinated by Vendor through a DelDOT Inspector. Traffic Control will be in place when the
work commences and stay in place until completion of the work, or as directed by the DelDOT
Inspector.
Part IV Micro Surfacing:
Micro Surfacing shall be in accordance with DelDOT specifications 403511 and 403512.
