INVITATION TO BID NO: PC24-015

MILLVILLE WATERFRONT PARK IMPROVEMENT PROJECT

The City of Panama City Community Redevelopment Agency, Millville District located in Bay County, Florida (“CRA”) in partnership with the City of Panama City, Florida, a Florida municipal corporation located in Bay County, Florida (“City”), will receive sealed bids for the Invitation to Bid (ITB) PC24-015 Millville Waterfront Park Improvement Project until Wednesday, March 6, 2024, at 2:00 p.m. CT at which time they will be opened and read aloud publicly in City Hall, located at 501 Harrison Avenue, Lower Level, Room 10, Panama City, Florida 32401.

The Issuing Office for the Bidding Documents is the City of Panama City’s Purchasing Division. All bidding documents including Plans, Specifications and Addenda may be obtained from the Issuing Office by emailing purchasing@panamacity.gov For security reasons, you must enable JavaScript to view this E-mail address. . Owner will not be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Addenda, if any are available on the City’s website: https:// www.panamacity.gov/bids.aspx and the City’s Bonfire Portal: https://panamacity.bonfirehub.com/portal/?tab=openOpportunities and emailed to plan holders and a return receipt will be requested to confirm Addenda receipt.

Bids will be received digitally via the City’s Bonfire Portal at https://panamacity.bonfirehub.com/portal/?tab=openOpportunities until 2:00 p.m. CT, on Wednesday, March 6, 2024. The Bids received will be opened publicly and read aloud in City Hall, Lower Level, Room 10, 501 Harrison Avenue, Panama City, FL 32401. For questions or assistance with alternative methods of submission, please contact Amy Dodge at purchasing@panamacity.gov For security reasons, you must enable JavaScript to view this E-mail address. .

There is no pre-bid meeting scheduled for this project.

The CRA and the City reserve the right to accept any Bids deemed to be in the best interest of the CRA and the City, to waive any minor irregularities, scrivener’s errors, minor omissions, minor deviations, and/or technicalities in any Bids, or to reject any or all Bids and to re-advertise for new Bids, in accordance with the applicable sections of the Florida Statutes, the City Charter and City Code, and this ITB.

The responsibility for submitting a Bid before the stated time and date is solely and strictly that of the Responsive Bidder. The CRA and the City are not responsible for any delayed, late, lost, misdelivered, or non-delivered Bids, no matter the cause.

The CRA and the City shall not be liable for any costs incurred by any bidder in connection with its response to this ITB. The CRA and the City reserve the right to reject any and all bids, to waive any informality in any bid, to solicit and re-advertise for new Bid submittals or to abandon the project in its entirety.
