REQUEST FOR PROPOSAL NO: PC23-052

PROFESSIONAL SERVICES FOR DISASTER RECOVERY CONSULTANT SERVICES

The City of Panama City, Florida, a Florida municipal corporation located in Bay County, Florida (“City” or “Owner”) seeks proposals from experienced and qualified disaster recovery consultants to provide Disaster Recovery Consultant Services for the City. Proposals will be received until Wednesday, August 9, 2023, 2:00 p.m. CT, at which time they will be opened in City Hall, Lower Level, Room 10, 501 Harrison Avenue, Panama City, FL 32401.

The complete Request for Proposals (“RFP”), including all specifications and proposal forms, may be obtained by proposers upon application at City Hall, Purchasing Division, Room 238, 501 Harrison Avenue, Panama City, Florida 32401, or from the City’s website at https://www.panamacity.gov or from the City’s Bonfire Portal at https://panamacity.bonfirehub.com/portal/?tab=openOpportunities .

Please submit bids online using the City’s Bonfire Portal at https://panamacity.bonfirehub.com/portal/?tab=openOpportunities . All Bidders must be registered with the Bonfire Portal. No proposal may be withdrawn for a period of sixty (60) days after the scheduled closing date for the receipt of proposals.

The City shall accept the proposal of the responsible Proposer that best meets the needs of the City, taking into consideration, among other things, cost effectiveness, the financial responsibility of the Proposer, capability to perform the contract on a timely basis, previous satisfactory performance, and such other abilities of the Proposer that the City, in its sole discretion, determines will enable the Proposer to perform effectively and efficiently.

The City shall not be liable for any costs incurred by any Proposer in connection with its response to this RFP. The City reserves the right to reject any and all proposals, to waive any informality in any proposal, to solicit and re-advertise for new Proposal submittals, or to abandon the project in its entirety.
