INVITATION TO BID City of Panama City, Florida PC24-003 Venetian Villa: Area F-1 Improvements Project
General Notice
City of Panama City (Owner) is requesting Bids for the construction of the following Project:
Venetian Villa: Area F-1 Improvements Project Infrastructure Solution Services Project No. PNC001
Bids for the construction of the Project will be received at the City of Panama City Purchasing Division located at 501 Harrison Avenue, Room 238, Panama City, FL 32401, until November 8, 2023, at 2:00 pm CT. At that time, the Bids received will be publicly opened and read in Room 10 by the Selection Committee, who will then evaluate the bids to ensure responsiveness and will make a recommendation of award.
The Project includes the following Work: Primary project components include approximately 6200 linear feet of roadway and utility improvements. Utility upgrades include water main distribution system upgrades, gravity sewer collection system replacement, and gravity sewer system rehabilitation. Gravity sewer system rehabilitation shall include lateral repairs, sewer liner/CIPP, lateral repairs, and/or other rehabilitation as noted in the design documents. Roadway improvements include the demolition and reconstruction of the 6200 linear feet of roadway as described in the design documents.
The Project has an expected duration of 450 days.
Obtaining the Bidding Documents The Issuing Office for the Bidding Documents is the City of Panama City Purchasing Division. Prospective Bidders may obtain copies of the Bidding Documents from the Issuing Office by emailing

Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Engineer’s office. Addenda, if any will be emailed electronically and are available in a pdf format on City of Panama City's website:

Non-Mandatory Pre-bid Meeting. A non-mandatory pre-bid meeting for the Project will be held on Wednesday, October 18, 2023 at 2:00pm CT at City Hall, 501 Harrison Avenue, Lower Level, Room 10, Panama City, FL 32401. Attendance at the pre-bid meeting is encouraged but not required. Instructions to Bidders For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
