The City of Panama City, Florida, a Florida municipal corporation located in Bay County, Florida (“City”), will receive sealed bids for the Invitation to Bid (ITB) PC24-007 Eastern Shipbuilding Drainage and Stormwater Project until 12:00 p.m. CT on Thursday, December 21, 2023, at which time they will be opened and read aloud in City Hall, 501 Harrison Avenue, Lower Level, Room 10, Panama City, Florida 32401. All bid documents including Plans, Specifications and Addenda may be obtained by emailing Tim McGuffin, purchasing@panamacity.gov

. Partial sets of Bidding Documents will not be available directly from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents including Addenda, if any, obtained from sources other than the Issuing Office. A MANDATORY pre-bid meeting is scheduled for Tuesday, November 28, 2023 at 1:00 p.m. CT at the City of Panama City, Lower Level, Room 10, 501 Harrison Avenue, Panama City, Florida 32401 with a MANDATORY on-site review immediately following. This is an active shipyard and proper PPE to include hard hat and steel toe boots/shoes is required. Please complete Attachment B, the visit request, prior to the site visit. A copy of your birth certificate or passport and valid driver’s license is required. Bids will be received electronically via Bonfire by the City of Panama City until 12:00 PM CT, on Friday, December 21, 2023. Bids will be taken to Room 010, lower level of City Hall and opened publicly. You may submit bids electronically through the City’s Bonfire Portal at https://www.panamacity.bonfirehub.com/portal/?tab=openOpportunities. Panama City reserves the right to accept any Bids deemed to be in the best interest of the City, to waive any minor irregularities, scrivener’s errors, minor omissions, minor deviations, and/or technicalities in any Bids, or to reject any or all Bids and to re-advertise for new Bids, in accordance with the applicable sections of the Florida Statutes, the City Charter and City Code, and this IFB. The responsibility for submitting a Bid before the stated time and date is solely and strictly that of the Responsive Bidder. The City is not responsible for any delayed, late, lost, misdelivered, or non-delivered Bids, no matter the cause. The City shall not be liable for any costs incurred by any bidder in connection with its response to this ITB. The City reserves the right to reject any and all bids, to waive any informality in any bid, to solicit and re-advertise for new Bid submittals or to abandon the project in its entirety.
