Description:
|
The City is requesting Letters of Interest and Statements of Qualifications from interested firms to provide strategic consulting and advocacy services (lobbying) for the City of Pensacola. These services shall be in relation to the State of Florida and can involve the Florida Legislature, the Executive Branch, and/or state agencies. Duties of the firm may include, but not be limited to:

Formulate strategies and tactics to achieve the City of Pensacola’s legislative objectives.

Develop the City of Pensacola’s relationships with key Florida state senators and House members, as well as elected and appointed officials in the governor’s office and in key agencies.

Coordinate meetings with state legislators and agency department leaders to provide the City of Pensacola the opportunity for face-to-face communication as needed.

Pursue legislative and/or policy directives to help address priority issues for the City of Pensacola.

Identify bills that reflect the City of Pensacola’s priorities or bill that would affect the operations of the City.

Identify and analyze additional legislation that may have an impact on the City of Pensacola, including any background information on the reason for the bill, those entities in support and opposition, the effect of the bill on the City of Pensacola, and a recommendation for the City of Pensacola’s position.

Write and distribute letters to appropriate legislators and committees to support or oppose legislation.

Actively lobby and testify on bills as agreed upon by the City of Pensacola’s Mayor

Help develop a strategic plan for state funding to advance the City of Pensacola’s goals and objectives.
Term of Engagement:

The anticipated term of engagement is one year, with two optional one-year renewals.
Evaluation of Submittals:
-
The submittals shall be reviewed by the Mayor’s Office, and a contract will be awarded to the firm determined to be in the best interest of the City.

Submittals shall include a formal letter of interest, a statement of qualifications, and a proposed fee schedule.
