The Bay County Board of County Commissioners is seeking Bids from qualified Contractors to provide all necessary labor, supervision, equipment, and supplies for the demolition of the Bay County Courthouse Annex Building located at 301 McKenzie Ave, Panama City, FL. Work shall be performed in accordance with Exhibit 2 Scope of Work.

The project may be reimbursed by the Federal Emergency Management Agency (FEMA) as part of Disaster Recovery from Hurricane Michael FEMA Project No. DR-4399. It is imperative that Respondents examine and become familiar with the Public Assistance Program established by the Federal Emergency Management Agency (FEMA). Funding for the project may be made possible through this grant and is contingent on strict conformance to the guidelines set forth by Florida Department of Emergency Management (FDEM) and FEMA. Respondents will comply with the Federal Regulations Contract Requirements shown at Exhibit 4. A third party consultant may be utilized to provide Construction Engineering and Inspection Services to ensure compliance with Federal Requirements.

A MANDATORY Pre-Bid Meeting will be held at 10:00 am (CDT) on Thursday, July 18, 2019 in the Purchasing Department Conference Room, 840 W. 11th Street, Panama City, FL 32401. A Site Visit will be held immediately following the pre-bid meeting. A flashlight will be necessary for those bidders touring the site.

SEALED BIDS for ITB NO: 19-74 Bay County Courthouse Annex Building Demolition will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department 840 W. 11th Street, Suite 2500, Panama City, FL 32401 up until 2:00 pm (CDT) Wednesday, July 31, 2019. Bids will be publicly opened immediately following the deadline. Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening.

The County Purchasing Department will be the only point of contact for this ITB. Under no circumstances may a bidder contact any County Commissioner, County Administrator, or County employee concerning this ITB until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Bidders shall submit all questions, in writing, to the Purchasing Department at Purchasing@baycountyfl.gov or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (CDT) on Monday, July 22, 2019.

Contractors shall be Florida licensed General Contractor or Building Contractor. Sub-Contractors shall be Florida licensed in their trade.

Bids may be deemed non-responsive if not accompanied by proof of State of Florida General Contractor’s or Building Contractor’s License.
