Gwinnett County is soliciting competitive informal written Quotes from qualified service providers for the
Provision of Household Hazardous Waste Recycling on an Annual Contract with two (2) additional one year
options to renew for the Department of Support Services.
Quotes should be typed or submitted in ink and returned to the Attention of Alexis Holland, Purchasing
Associated II. Quotes should be received by 3:00 P.M. January 19, 2024 by email to
alexis.holland@gwinnettcounty.com or sent to the Gwinnett County Financial Services - Purchasing Division –
2nd Floor, 75 Langley Drive, Lawrenceville, Georgia 30046.

when submitted.
Successful service provider will be required to meet insurance requirements. The Insurance Company should be
authorized to do business in Georgia by the Georgia Insurance Department and must have an A.M. Best rating
of A-5 or higher.
Gwinnett County does not discriminate on the basis of disability in the admission or access to its programs or

The written quote documents supersede any verbal or written prior communications between the parties.
Award will be made to the service provider submitting the lowest responsive and responsible quote. Gwinnett
County reserves the right to reject any or all quotes, to waive technicalities, and to make an award deemed in its
best interest. Quotes may be split or awarded in entirety. Gwinnett County reserves the option to negotiate
terms, conditions and pricing with the lowest responsive, responsible vendor(s) at its discretion.

SCOPE OF SERVICES AND GENERAL REQUIREMENTS
I. SUMMARY
Gwinnett County Solid Waste will hold at least two events annually to allow the public to properly
dispose of paint and associated products that are not accepted curbside. Collection of such
materials should be safely processed with minimum impact on the environment. The preferred
method would be for materials to be recycled and the secondary would be proper disposal based
on industry and/or regulatory procedures.
Gwinnett County reserves the right to add or delete dates, quantities, locations and/or items to be
collected as needed. When adding items to be collected, the County will solicit from the service
provider a cost quote which the service provider shall develop with costs comparable to similar
items under the contract. This quote will be valid for one year with the option to renew each year
for two years.
Dates:
It is the intent of Gwinnett County to hold the Earth Day Event in April and America Recycles Day in
November. Events typically last three (3) to five (5) hours. Event schedules and duration are
subject to change. For 2024, Earth Day will be on April 27 and America Recycles Day will be on
November 2.
Location:
Gwinnett County Fairgrounds, 2405 Sugarloaf Pkwy, Lawrenceville, GA 30045 or Coolray Field,
2500 Buford Drive, Lawrenceville, GA 30043. Venues may change to other sites within Gwinnett
County depending on availability.
Anticipated number of vehicles: 1,400 – 2,000 vehicles

II. REQUIREMENTS
A. General
Service provider will be required to set up two collection sites to accommodate four lanes of
traffic. The surface area should be lined with protective sheeting barrier to prevent spillage to
the ground surface. All materials listed above will be collected and processed during the time
of the event and hauled away at the end of the event. Adequate personnel should be provided
by service provider to unload and package materials as needed. A set up and list of
equipment and supplies should be provided prior to the event. The preferred method of
materials is to be recycled, if not, proper disposal of such materials should also be stated in
quote.

Another vendor will be on the premise to have first choice in accepting latex paint which
should be at least 25 percent wet, usable paint.
B. Report Documentation
Notification after event: Report of items and weight collected and method of disposal (i.e.,
recycle, reuse/fuel blend, incineration, and landfill) should be provided within thirty (30)
days from the date of the event.
C. Certifications Required

• Hazardous Waste Facility Certificate of Liability Insurance
• Hazardous Waste Transporter and Handler License
• Registered Hazardous Materials Storage Facility Permit
D. Mobilization
Solid Waste Events
Service provider shall allow for different mobilization at Solid Waste’s recycling events where
four lanes will be utilized for different types of materials to be dropped off. If available,
volunteers will assist with unloading non-household hazardous waste materials. Service
provider will need to unload cars containing HHW.
E. Service provider shall provide spill response equipment capable of protecting area storm
drains from illicit discharge and to contain any spills in the unloading zone. This equipment
shall include at a minimum plastic sheeting, berm, absorbent socks, absorbent granules,
sweeping compound, brooms, dust pans, and bags for disposal, or any combination thereof
suitable to protect area storm drains and contain and cleanup any spills.
F. Service provider shall provide adequate personnel and equipment (i.e., Forklift, pallet jack)
capable of moving materials at the site during the event as well as removing materials and
equipment within three hours of the closing of the event from site.
G. Insurance
Service provider shall obtain, maintain, and furnish to the County certificates of insurance
covering the duration of the project period. The insurance must include the terms and
coverage provided for the Standard Insurance Requirements of these quote documents.

Gwinnett County requires pricing to remain firm for the duration of the initial term of the contract.
Failure to hold firm pricing for the initial term of the contract will be sufficient cause for Gwinnett
County to declare quote non-responsive. Contract to begin upon award.
Unless otherwise noted, quoted prices will remain firm for two (2) additional 12-month periods. If a
percentage increase/decrease will be a part of a renewal option, please note this in the space provided
together with an explanation.
