    INVITATION TO BID
    The Gwinnett County Board of Commissioners is soliciting competitive sealed bids from qualified service
    providers for the Disposal of Waste and Debris on an Annual Contract with four (4) one-year options to
    renew for various Gwinnett County Departments.
    Bids should be typed or submitted in ink and returned in a sealed container marked on the outside with the BL#
    and Company Name. Bids will be received until 2:50 P.M. January 3, 2024, at the Gwinnett County Financial
    Services - Purchasing Division – 2nd Floor, 75 Langley Drive, Lawrenceville, Georgia 30046. Any bid received after
    this date and time will not be accepted. Bids will be publicly opened and read at 3:00
    P.M. Apparent bid results will be available the following business day on our website www.gwinnettcounty.com.
    Questions regarding bids should be directed to Michael Milstein, Purchasing Associate II at
    michael.milstein@gwinnettcounty.com or by calling 770-822-7811 no later than on December 20, 2023. Bids are
    legal and binding upon the bidder when submitted.
    Successful service provider will be required to meet insurance requirements. The Insurance Company should be
    authorized to do business in Georgia by the Georgia Insurance Department, and must have an
    A.M. Best rating of A-5 or higher.
    Gwinnett County does not discriminate on the basis of disability in the admission or access to its programs or

    The written bid documents supersede any verbal or written prior communications between the parties.
    Award will be made to the service provider submitting the lowest responsive and responsible quote. Gwinnett
    County reserves the right to reject any or all quotes, to waive technicalities, and to make an award deemed in its
    best interest. Quotes may be split or awarded in entirety. Gwinnett County reserves the option to negotiate terms,
    conditions, and pricing with the lowest responsive, responsible bidder(s) at its discretion.
    Award notification will be posted after award on the County website, www.gwinnettcounty.com and companies
    submitting a bid will be notified via email. We look forward to your bid and appreciate your interest in Gwinnett

    A. GENERAL REQUIREMENTS
    1. Successful service provider(s) must have a valid license from the State of Georgia to operate the Disposal
    Facility identified in their bid. A copy of the license should be provided with the bid submittal. Facilities
    conveniently located in and around the borders of Gwinnett County are encouraged to respond to this
    solicitation.
    2. Service provider should identify the type of waste (Construction or Demolition, Household solid waste, Yard
    Trimmings, etc.) that can be disposed of at the identified Disposal Facility.
    3. Gwinnett County reserves the right to award to any and/or all vendors to utilize the landfill according to location
    and best interest of the County.
    4. Gwinnett County reserves the right to utilize a landfill that is not awarded this contract if it is in the best interest
    of Gwinnet County due to proximity of location.
    B. DEFINITIONS
    The following words and phrases shall have the following meanings, as defined in the Gwinnett County Solid Waste
    Collection and Disposal Services Ordinance (SWO2012-002) and/or the Georgia Department of Natural Resources
    Rule 391-3-4.
    1. Commercial Solid Waste shall mean all types of solid waste generated by Commercial Establishments, such as
    stores, offices, restaurants, warehouses, and other nonmanufacturing entities excluding Residential Municipal
    Solid Waste, Construction or Demolition Waste, Hazardous Waste, and Industrial Waste.
    2. Construction or Demolition (C&D) Waste shall mean waste building materials and rubble resulting from
    construction, remodeling, repair, or demolition operations on pavement, houses, commercial buildings and other
    structures. Such waste includes, but is not limited to, waste containing asbestos, wood, bricks, metal, concrete,
    wallboard, paper, cardboard, carpeting, inert waste landfill materials approved for disposal, and other non-
    putrescible wastes associated with construction and demolition activities which have a low potential for
    groundwater contamination.
    3. Disposal Facility shall mean any facility or location where final disposition of solid waste occurs and includes,
    but is not limited to, landfilling and solid waste thermal treatment technology facilities.
    4. Hazardous Waste shall mean any solid waste which has been defined as a hazardous waste in regulations
    promulgated by the United States Environmental Protection Agency or under Georgia Hazardous Waste
    Management Act.
    5. Inert Waste Landfill shall mean a disposal facility accepting only wastes that will not or are not likely to cause
    production of leachate of environmental concern. Such wastes are limited to earth and earth-like products,
    concrete, cured asphalt, rock, bricks, yard trimmings, stumps, limbs, and leaves.
    6. Landfill Unit shall mean an area of land of which or an excavation in which solid waste is placed for permanent
    disposal and which is not a land application unit, surface impoundment, injection well, or compost pile.
    Permanent disposal requires the placement of daily, intermediate, and/or final earth, synthetic, or combination
    of earth and synthetic cover over the solid waste.
    7. Municipal Solid Waste Landfill (MSWLF) Unit shall mean a discrete area of land or an excavation that receives
    household waste, and that is not a land application unit, surface impoundment, injection well, or waste pile, as
    those terms are defined under 40 CFR Part 257.2. A MSWLF unit also may receive other types of solid waste,
    such as commercial solid waste, nonhazardous sludge, small quantity generator waste and industrial solid
    waste. Such a landfill may be publicly or privately owned. A MSWLF unit may be a new MSWLF unit, an existing
    MSWLF unit or a lateral expansion.
    8. Municipal Solid Waste Disposal Facility shall mean any facility or location where the final deposition of any
    amount of municipal solid waste occurs, whether or not mixed with or including commercial or industrial solid

    waste, and includes, but is not limited to, municipal solid waste landfills and solid waste thermal treatment
    technology facilities.
    9. Municipal Solid Waste Disposal Facility Operator shall mean the operator certified in accordance with Rule 391-
    3-4-.18 and stationed on the site who is in responsible charge of and has direct supervision of the daily field
    operations of a municipal solid waste disposal facility to ensure that the facility operates in compliance with the
    permit.
    10. Municipal Solid Waste Disposal Facility Owner shall mean the person(s) who owns a facility or part of a facility.
    11. Residential Municipal Solid Waste shall mean solid waste generated at a Residential Service Unit, and shall
    include White Goods, Bulky Waste, and Recovered Materials.
    C. SPECIFICATIONS AND REQUIREMENTS
    1. Gwinnett County will be responsible for transporting the waste materials to the Disposal Facility.
    2. Gwinnett County warrants that the waste materials delivered to the service provider will not contain any
    hazardous, toxic or radioactive waste or substances as defined by applicable federal, state, local, or provincial
    laws or regulations.
    In the event that the County's waste is determined to be a hazardous, toxic, or radioactive, the Service provider
    shall not be obligated to receive or accept such those materials.
    3. All quantities listed are approximate. Disposal provider shall be paid for the actual unit quantity measured times
    the unit price of disposed of material. The quantity of the material will be determined by either the weight ticket
    provided when weighed at the Disposal Facility, or the load size as identified in the Bid Form. The Disposal
    Facility Operator and the Gwinnett County personnel hauling the material are required to sign the weight ticket
    or load receipt to ensure payment.
    4. Disposal Facilities for receiving Residential Municipal Solid Waste shall be "lined" Subtitle D landfills.
    5. Disposal Facilities for receiving Construction or Demolition Waste shall be a licensed Inert Waste Landfill.
    6. The facility should be able to separate debris, if that is a need. For instance; the county will not haul separated
    material such as concrete, asphalt and dirt as separate loads.

    Service provider is not required to bid on each type of waste which may be hauled to the Disposal Facility. If the proposed Disposal Facility cannot legally accept a
    specific type of waste (Bid Item), do not offer pricing for the Bid Item. Service Provider should provide the physical location of the Disposal Facility(ies), as indicated
