The Gwinnett County Board of Commissioners is soliciting competitive sealed bids from qualified
suppliers for the Purchase and Installation of Washer and Dryers for the Sheriff’s Department.
Bids should be typed or submitted in ink and returned in a sealed container marked on the outside with the
BL# and Company Name. Bids will be received until 2:50 P.M. local time on March 19, 2024 at the Gwinnett
County Financial Services - Purchasing Division – 2nd Floor, 75 Langley Drive, Lawrenceville, Georgia 30046.
Any bid received after this date and time will not be accepted. Bids will be publicly opened and read at
3:00 P.M. Apparent bid results will be available the following business day on the website
www.gwinnettcounty.com.
A pre-bid conference is scheduled for 10:00 A.M. on March 6, 2024 at 10:00 AM at the Gwinnett County
Sheriff’s Office located at 2900 University Parkway Lawrenceville, GA 30043. All suppliers are urged to
attend. Questions regarding bids should be directed to Michael Milstein, Purchasing Associate II, at
michael.milstein@gwinnettcounty.com or by calling 770-822-7811, no later than March 7, 2024 at 2:00
PM. Bids are legal and binding upon the vendor when submitted. All bids should be submitted in duplicate.

Award will be made to the supplier’s submitting the lowest responsive and responsible bid. Gwinnett
County reserves the right to reject any or all bids to waive technicalities and to make an award deemed in
its best interest. Bids may be split or awarded in entirety. Gwinnett County reserves the option to negotiate
terms, conditions and pricing with the lowest responsive, responsible vendor(s) at its discretion.
Award notification will be posted after award on the County website, www.gwinnettcounty.com and
companies submitting a bid will be notified via email.

A. Requirements
1. The contractor shall consider all existing conditions and take accurate measurements to
determine proper equipment placement in the provided space. All dryers and connections must
fit within the current opening.
2. The contractor shall properly dispose of any excess materials that are not needed.
3. The contractor must remove old existing dryers and dispose of them.
4. The contractor will deliver in an area where inmates are located. For this reason, all delivery
trucks will be searched.
5. Delivery and installation should be coordinated with the Gwinnett County Sheriff’s Office. The
Sheriff’s Office reserves the right to delay the installation of equipment until all necessary
preparations can be made. All deliveries are to be between 7:00 am and 3:00 pm Monday
through Friday.
6. A warranty that carries a three (3) year minimum guarantee against defective materials and
workmanship from the date of acceptance and includes 100% labor and materials coverage
for at least three (3) years. In addition, a 10-year warranty for the frame, basket, shaft, bearing
and seals.
7. Brand names used are to establish a standard of quality and to match existing equipment. If
necessary, a product list and specifications may be requested by Gwinnett County to determine
equivalency. Product details should be provided upon request within five (5) days. Failure to
provide the requested information may result in the rejection of the bid.
8. Gwinnett County shall be the sole determinant of the acceptability of all approved equivalents.
9. Upon award of the bid, delivery of equipment to the Sheriff’s Office should not be more than 90
days.
Existing Conditions
Contractors should attend the scheduled pre-quote conference. The contractor is responsible for
considering all existing conditions and taking accurate measurements to determine the work
involved. There are gas and water connections and air ducts that are already set up and any device
installed will need to fit in with the current configuration.

Termination for Cause: The County may terminate this agreement for cause upon ten days prior written
notice to the contractor of the contractor’s default in the performance of any term of this agreement. Such
termination shall be without prejudice to any of the County’s rights or remedies by law.
Termination for Convenience: The County may terminate this agreement for its convenience at any time
upon 30 days written notice to the contractor. In the event of the County’s termination of this agreement
for convenience, the contractor will be paid for those services actually performed. Partially completed
performance of the agreement will be compensated based upon a signed statement of completion to be
submitted by the contractor, which shall itemize each element of performance.
