Hall County, Georgia Board of Commissioners is soliciting qualifications from consulting engineering firms to provide Building Envelope Evaluation Services. This is not a request for Bid, do not include pricing in your response.

Responders should provide one (1) original response with wet or digital signatures, and one (1) copy of same, and additionally provide their response on a flash-drive in Microsoft Word or PDF formats.

Responders may request submittal documents through the County’s Website at

then click the ‘Building Envelope Evaluation Services’ link and down load all documents. Responders must return all Mandatory documents with their qualifications statement. Alternatively, responders may download the documents from the Georgia Procurement Registry at

Public Reading
: The Issuing Officer named herein will open and publicly read all responder’s names on the date, time and address above. The County will make known any potential contract award winners by a Notice of Intent to Award posted on the County website. The County may choose one or more contractors if in the best interest of the County.
Addendum:
The County may make an extension of the above schedule of events by a formal written addendum and publicly posted if deemed in the best interest of the County.
General Qualifications:
The consultant must be in the regular business of providing the services as described.
Contractor must provide copies of the following Licensing with their qualification documents response:

Valid Business License

Professional Licensed Engineer Certifications

Knowledge of International Institute of Building Enclosures

List of qualified staff to perform thermographic scanning with hand held device and be qualified as a drone pilot.

Certificate of Insurance
Request for Clarification:
The County reserves the right to request clarification of information submitted and to request additional information of one or more applicants.
Legally Binding Agreement:
The County considers a qualification documents response as an irrevocable offer, good for a period of one-hundred and twenty calendar days (120) from submission. The County and the selected Contractor shall enter into a formal agreement substantially in the form of the attached EXHIBIT J – CONTRACT. Responders should sign, notarize and return the Contract. The County will consider all Terms and Conditions as acceptable if responders make no formal and written objections to the Terms and Conditions. The County reserves the right to reject all responses.
Evaluation and Selection:
The County will evaluate all submittals in accordance with the Official Code of Hall County, Georgia 3.10, and as further detailed herein. The County will evaluate qualifications and may approach responders for a bid in offering the Services.
The County has determined its own Evaluation and Selection Committee to review the submitted qualifications and the cost responses of submitting firms.
Validation:
Responders must sign and notarize their submittals. Hall County requires that responders’ provide a cover letter with a wet signature by an officer of the firm with the submittal to ensure its originality.
The County reserves the right to retain all responses submitted and use any idea(s) in a response regardless of contract award or not. The County shall have the right to waive any informality or irregularity of immaterial deviation in any qualification documents received.
Responders must complete and return all forms and documents entitled ‘Mandatory’ with the qualification documents or the response. Failure to do so may deem the response non-responsive and the County will not evaluate for award.
Award Process:
The County reserves the option to reject any or all qualification responses, in whole-or-in-part, or to select any qualified responder to complete the described Service. Responders expressly understand that the County may reject the response for any reason without liability on part of the County to the Responder.

o other contact of any nature, verbal, email, or other communication is permissible with any other responding bidders, County staff member, nor its elected officials, nor Commissioners, during the evaluation process. The County may deem such as collusion, and thus render the submission in violation of the Official Code of Hall County and thus the County may reject the response as non-responsive and not evaluate the response for an award.

The County will make all responses submitted publicly available by a written Open Records Request.
Responders may submit their responses digitally following the same sealed envelope method as described for paper submissions. Responders may submit to the following address by the deadline date and time. All deliveries must be date and timed stamped. The County is not responsible for late qualification documents due to mailing delays.

SELECTION PROCESS
The evaluation process will include a pre-appointed Evaluation Committee
Comprised of Hall County stakeholders and subject matter experts. The Committee will evaluate the qualifications presented by the interested responders. Those deemed most qualified by the Mandatory Scored Worksheet, may be short-listed and may receive an Invitation to Bid.
