A mandatory pre-bid meeting for IFB#: 027-44, Single-Family Home Repair Project(s), were held on October 30, 2023 at 9:30 AM at a home in Gainesville, Georgia and at 2:00 PM at a home in Buford, Georgia.
The vendors in attendance asked the following questions and Hall County’s answers follow:
Q: Will the bid date be extended to incorporate possible changes to the IFB?
A: No. In order to stay within our timeline the Bid Due Date will remain Thursday, November 9, 2023 at 2:00 PM.
Project 1:
Q: Which walls are to get new drywall? Was that just in the bathroom?
A: The drywall is for the ceiling in the main floor (top). There is already texture on the ceiling drywall but with the cracks and damage it is easier to install another layer of drywall (3/8 or 1/2) onto the ceiling, mud and tape seams, and apply knockdown, then paint rather than get the texture off and start over. If a contractor thinks he can make the ceiling look good by repairing the damaged areas and make it match the existing texture I am willing to discuss with them as it would save money most likely. The bathroom drywall repair around the tubs is line item 21.
Q: Ceiling work says “main floor: - To confirm, does that include replacing the ceiling in the kitchen, living room, hall, bathroom and two bedrooms?
A: That is for the entire main floor (top).
Q: Could you confirm “interior trim needs” you had in mind? Was the trim in specific areas/rooms on the main floor that needs to be replaced? Or, does all of the trim need to be replaced with ceiling work?
A: This line item encompasses replacing crown molding, baseboard, casing, shoe mold, etc. that has to be removed during the rehab process. If they exceed the allowance item the contractor will need to justify the excess and do a change order.
Q: Allowance for lighting fixtures - Is this intended to include replacement of all interior ceiling/wall lights and exterior lights?
A: Yes, the lighting allowance of $1,000 to include all fixtures on main (top) floor.
Q: Would it be okay per DCA rules to change from a tub/shower unit to walk-in/zero entry shower with bars & bench?
A: Yes. Please provide pricing for both options: (1) tub/shower unit with grab bars and anchoring in walls, and (2) accessible/walk-in shower unit with grab bars and bench.
Project 2:
Q: Will the roof pitch on Project 2 need to change for code compliance?
A: Yes. The roof pitch will need to be brought up to code. Please make sure to include this within your bid.
Q: Will the house elevation and plumbing at Project 2 from the crawl space need to be adjusted for code compliance.
A: Yes. The house elevation and plumbing will need to be brought up to code. Please make sure to include this within your bid.
Q: Will the two (2) trees close to Project 2 be included in IFB?
A: No. The tree removal at House 2 will be included on the work write up. Hall County is working separately with contractors to have these removed. This should be no be included within your bid.
Q: Roof - Did you measure the pitch and slope to confirm whether it currently meets code? It appears shallow
A: I did not measure the pitch but I would guess it is 4:12 which meets requirements for an asphalt shingled roof.
Q: Attic access - The need for attic access was questioned by contractors given the shallow slope of the existing roof line does not appear to allow room for any mechanical equipment. Please help me better understand and explain why and where you think the attic access should be placed.
A: The contractors will need access to the attic to perform certain items much easier like wiring and smoke detectors. If no mechanical equipment is going in there then it can just be an access hole covered with a piece of drywall cut to fit instead of a pull down. I will accept that.
