CONSTRUCTION OF A ROUNDABOUT

In Hall County at the Intersection of McEver Road and Light Ferry Road

Hall County, Georgia, Department of Community Development and Infrastructure, is seeking a qualified contractor for the turnkey construction of improvements at the McEver Road and Light Ferry Road Intersection as shown on Attachment #001 – Construction Plans.

The County seeks to award one (1) contractor for the project.

Bid Due Date: Thursday, 07/27/2023, 2:00pm

Purpose: Due to concerns related to traffic congestion and safety, Hall County desires to completely reconfigure the intersection of Lights Ferry Road and McEver Road. Currently, the intersection of Lights Ferry Road (two lanes) and McEver Road (two lanes) is signalized. The completed design proposes a roundabout at this intersection which will help alleviate the noted concerns. The successful bidder will be responsible for providing turnkey construction of all the improvements at the McEver Road and Light Ferry Road Intersection as shown on the final plans. The bids shall include all labor, materials, and equipment necessary for providing the complete project, as well as the complete removal of the old or unsuitable materials from the project site. The project shall include the widening of the McEver Road and Light Ferry Road Intersection to accommodate the roundabout. The project shall also include drainage improvements, relocation of utilities, curb and gutter, signage, pavement markings, and other improvements as shown on the attached plans.

Mandatory Pre-Bid Meeting: Not required.

Bid Bond: A bid bond is required with the bidder’s response.

Performance and Payment Bonds: Are required prior to Notice-to-Proceed.

Bidding Process: Hall County (herein “County”) is now accepting sealed bids for the provision of services in the Hall County Government Center, Purchasing Division, located on the fourth (4 th ) floor at 2875 Browns Bridge Road, Gainesville, GA 30504, until 2:00 p.m., EST, Thursday, July 27, 2023. The County may not evaluate bids received after 2:00 pm. The County will make any extension of the bidding period by a formal written addendum and publicly posted. Bidders must submit two (2) copies of the bid along with all mandatory documents, signed affidavits and Exhibit C - Mandatory Cost Proposal in hardcopy and also include on one (1) USB Flash Drive with all documents. Emailed bids are not acceptable.

General Qualifications: Bidders must be in the regular business of providing similar services, be licensed, insured, and bonded to do so in the State of Georgia.

Bid Retention: Bidders may not withdraw their bid after the bid opening. Bids must be valid for one-hundred and twenty calendar days (120). The County reserves the right to retain all bids submitted and use any idea(s) in a bid regardless of award. The County shall have the right to waive any informality or irregularity of immaterial deviation in any bid received. All forms and documents entitled ‘Mandatory’ must be completed and returned with the bid. Please sign the sample contract.

Award Process: The County reserves the option to reject any or all bids, in whole or part, or to select any bidder, without liability on part of the County to the Bidder to complete the described Work. The County will award the project to one (1) company to perform all work to the lowest cost, responsible and responsive bidder. The Bidder expressly understands that the County may reject bids for any reason

Validation: Bidder’s must sign the Bidder’s Response in wet ink to be valid.

1.0 SCOPE OF WORK

The Scope of Work is laid out in detail on Attachment #001– Construction Plans. The Contractor shall adhere to the attached plans and all applicable Hall County construction standards. All noted, utility coordination and relocation shall be coordinated by the Contractor. The Contractor will be required to maintain access to all adjacent properties. All traffic control plans shall be in accordance with the Manual on Uniform Traffic Control Devices and shall be submitted to Hall County for review and approval. All roadway subgrade and base shall be compacted to 98% standard proctor; Hall County inspectors may require a "roll test" as deemed necessary using a twenty (20) to (30) ton or other similar vehicle.

2.0 SUBMISSION OF BIDS

2.01 Complete and include all the Mandatory Exhibit Documents shown below in 2.03. Failure to include any of the mandatory documents listed may result in disqualification. All responses must be in writing.

2.02 Bidders must submit their signed response in a sealed envelope clearly marked with “INVITATION FOR BID #062-43” on the outside. The submittal must have an original wet signature on the bid. Faxed or emailed bids are not accepted.
