Request for Proposals - Tertiary Filtration Equipment

City of Royston, GA (Owner) is planning to construct a new Tertiary Filtration System (TFS), for their Sewage Treatment Plant (STP) under the scope of the 2024 Tertiary Treatment and Biosolids Improvement project. The TFS will be designed to remove trace amounts of copper from the plant effluent before discharging into Hannah Creek. The TFS will treat an average daily flow of 0.5 million gallons per day (MGD) with the ability to treat 1.5 MGD peak flows during wet weather events.

Implementation of the TFS project will occur in three steps. The first step consists of selecting a TFS to be incorporated into the plant design. The second step consists of design and preparation of Contract documents, including an allowance for the selected TFS, by Peoples & Quigley, Inc (Engineer). The third step consists of bidding and awarding the project to a general contractor (Contractor), followed by construction and start-up.

The City of Royston is soliciting Proposals from qualified TFS Proposers as the first step of the 2024 project through this Request for Proposals (RFP). Copies of the RFP can be obtained by contacting Peoples & Quigley, Inc. at (404) 255-2650 or by emailing lhendee@pandqinc.com.

Sealed Proposals will be received at City Hall, 684 Franklin Springs Street, Royston, Georgia 30662 until 10:00 AM, local time, on April 18, 2024, and then at said place publicly accepted and Proposers names read aloud from the outside of the envelope. Costs will not be revealed. Each Proposal will be reviewed and evaluated through the evaluation process described in this RFP.

An optional Pre-Proposal Meeting will be held at City Hall, 684 Franklin Springs Street, Royston, Georgia 30662 at 10:00 AM, local time, on April 4, 2024.
