Description
The Division of Purchasing (DOP), on behalf of the Idaho Department of Water Resources
(IDWR), is seeking bids from qualified vendors to provide Hydrology Consulting Services as
outlined in this RFP.

evaluation of that supplier’s responsibility on future sourcing events.

Required Questions
Group 1: Business Information
(ME) Firm History and Qualifications: Contractor must provide the firm’s business history and
number of years in operation. The Contractor must include the firm’s number of employees,

when firm was established, principals of the firm, and any other related information
pertaining to the requirements of this RFP. Describe in detail your knowledge and
experience in providing services similar to those required in this RFP. Include Offeror’s
description of current service area, and customer base.
(ME) Planned Mergers or Acquisitions: The Contractor must detail any planned mergers,

acquisitions, or other anticipated changes to company structure that could compromise
service provision.
(ME) Project Execution: Describe in detail any projects that were delayed or difficult to

execute. What was the scenario and lessons learned and how has your company evolved to
not let it happen again? Include any new processes or procedures you have incorporated.
Group 2: Organization & Staffing
(ME) Provide a narrative describing the requisite qualifications experience and roles of each
employee anticipated to provide services in your firm’s organization that will be used in the
fulfillment of this Contract. Highlighting experience and knowledge of the geology of Northern
Idaho and experience collecting groundwater level measurements, particularly with deep
wells. Experience must minimally meet the following requirements for those who will be
performing services under this contract.
2.1
1.B.S. or higher in Geology.
2.3+ years of experience working with ArcGIS, GIS Certificate preferred.
3.3+ years of experience with the geology of Northern Idaho.
4.Experience mapping the Columbia River Basalts and use of a magnetometer.
5.Experience collecting and processing rock samples, and interpreting rock chemistry data
associated with the Columbia River Basalts.
6.Experience measuring groundwater levels with electrical tape measures and working with
transducers.
2.2
Fieldwork: Describe key staff’s availability to conduct fieldwork on short notice (less than a
week).
(M) The following restrictions will govern modification to the Key Personnel.
1.Once role assignments are made, the Contractor must not remove individuals listed as Key
Personnel, unless due to circumstances beyond the Contractor’s control (e.g. retirement)
without prior written consent from IDWR.
2.If, during the term of the Contract, the Contractor wishes to replace an individual listed as
Key Personnel or add individuals to the project, the Contractor must first provide the

proposed individual’s resume and obtain written approval from IDWR prior to placing that
employee into the new role.
3.Any individuals replacing Key Personnel for any reason must have qualifications that meet
or exceed those of the replaced Key Personnel.
4.IDWR will have the right to request the removal of any Key Personnel from the project for
any reason; the Contractor must comply with such a request.
