REQUEST FOR PROPOSALS #24-52
The City of Newton (City) invites sealed proposals from Contractors for:
NEWTON PUBLIC SCHOOLS - FOOD SERVICE MANAGEMENT
A mandatory pre-proposal conference and site visit will be held at the Newton Education Center, 100 Walnut Street, Room 210,
Newton, Massachusetts from 9:00 A.M. to 3:00 P.M. on Wednesday, February 21, 2024.1
Proposals will be received until: 10:30 a.m., Thursday, March 14, 2024
at the Purchasing Department, Room 108, Newton City Hall, 1000 Commonwealth Avenue, Newton, MA 02459. Immediately
following the deadline for proposals a list will be created of all proposers’ names received and will be posted to the City’s website:
www.newtonma.gov/bids . Failure to attend the pre-proposal conference means you will be ineligible to submit a proposal.
The attached Request For Proposals (RFP), including evaluative criteria and form of contract, are in a form mandated by the
Commonwealth of Massachusetts Department of Elementary and Secondary Education (DESE). All RFP documents will be available
on line at www.newtonma.gov/bids .or for pickup at Newton City Hall, Room 108, Purchasing Department, 1000 Commonwealth
Avenue, Newton Centre, MA 02459 after 10:00 a.m., February 15, 2024.

There will be no charge for contract documents. Bid surety is not required with this bid.
Each proposal shall include a Bid Bond equal to 5% of the proposer’s total budgeted costs (expenses). The awarded Contractor must
provide a $100,000 Performance Bond.
The term of the awarded contract shall extend from July 1, 2024 to June 30, 2025 and may be renewed by the City at its
discretion for four (4) additional terms of 12-months each, for a maximum possible term of five (5) years.
All proposals are subject to the provisions of M.G.L. c.30B, §6. F.O.B. Destination inside designated department, Newton, MA.
This is a Request For Proposals. Accordingly, all proposals shall be submitted as follows: (i) one (1) original, eight (8) paper copies,
and one (1) CD/electronic copy of the Technical Proposal and (ii) one (1) ORIGINAL COPY of the Price Proposal.
All City bids are available on the City’s web site at www.newtonma.gov/bids . It is the sole responsibility of the Contractor
downloading these bids to ensure they have received any and all addenda prior to the bid opening.
Any questions with respect to the RFP should be in writing and addressed to purchasing@newtonma.gov. Responses will be
provided in the form of addenda available online within the original bid document as well as a separate file. If you download bids
from the internet site and would like to make it known that your company has done so, you may fax the Purchasing Department (617)
796-1227 or email to purchasing@newtonma.gov with your NAME, ADDRESS, PHONE, FAX AND INVITATION FOR BID
NUMBER.
The City will reject any and all bids in accordance with the above referenced General Laws. In addition, the City reserves the right to
waive minor informalities in any or all bids, or to reject any or all bids (in whole or in part) if it be in the public interest to do so.
