INVITATION TO BID Sealed bids for furnishing the following will be received at the Office of Central Purchasing, Andover Water Treatment Plant, 397 Lowell Street, until the time specified below at which time the bids will be publicly opened and read. The time received will be stamped on each bid and for a consistency of time, the time stamp clock in the Purchasing Office will be the determining time. ITEM BID OPENING IFB 450/036/24 April 25, 2024 Contract 4C-Water Main Improvements 11:00 a.m. Project includes construction of new 12-inch through 6-inch ductile iron water main, including all related gate valves, hydrants, fittings, service connections; and all materials, equipment, services and construction inherent to the Work. Substantial Completion: November 15, 2024; Final Acceptance: December 15, 2024. See Summary of Work for schedule of work and milestone dates for completion. Bid Documents and bid forms may be obtained on the Central Purchasing Department webpage located at www.andoverma.gov/bids. A Pre-Bid conference will not be held. Questions will be received until April 17, 2024 at 12:00 p.m. Each bid must be accompanied by a bid security of CASH, CERTIFIED CHECK, or BID BOND issued by a responsible bank or trust company licensed to do business in the State of Massachusetts in the amount of 5% of the total bid. No bidder may withdraw his bid for a period of thirty (30) days, excluding Saturdays, Sundays, and legal holidays after the date set for the opening thereof. Attention is directed to the minimum wage rates to be paid as determined by the Department of Labor and Workforce Development under the provisions of Massachusetts General Laws, Chapter 149, and Sections 26 to 27 D inclusive. Upon award, a bond of an amount equal to 100 percent of the total amount of the bid with a surety company satisfactory to the Town, as surety, will be required for the faithful Performance of the contract and the Payment for all labor and materials used in the work. Such bonds shall be prepared on forms provided by the Owner and supplied by a surety company licensed to do business in the Commonwealth of Massachusetts. The bidding and award of this Contract will be under the provisions of M.G. L. Chapter 30, Section 39M and the provisions of M.G.L. Chapter 30, and Section 39S. 2 Andover is an affirmative action/equal opportunity purchaser.
