RFP for Ethical Business Decisions Education
1. Introduction
Washington County, hereinafter the County, is seeking a qualified contractor, on behalf of the
County’s Human Resources Department, to create and facilitate countywide educational
programs around ethical business decisions and conduct. The County will consider written
proposals from respondents who have experience and expertise in curriculum design, group
facilitation, and ethics. In partnership with stakeholders, the selected contractor will provide the
following deliverables (see a more detailed description in Section 2):
Analyze engagement survey results and follow-up data related to ethical business
decisions and conduct.
Create different educational programs to be delivered to county staff.
Facilitate some of the above educational programs.
Consult with key stakeholders on best practices for next steps.
1.1. Term of Agreement
Following satisfactory negotiation of terms, including a price acceptable to both the County and
the selected firm, the contract will begin in April 2024 and be completed by December 2024 or
until the work is completed, as agreed upon between the parties. Work will commence on an
agreed upon date with the County no later than May 1, 2024.
1.2. Background Information
The County was established in 1849 and has the powers, duties, and privileges granted counties by state
law, codified in Minn. Stat. § 373. The County serves an area of 423 square miles, with an estimated
population of 262,748 with a projected 2040 population of 340,910. The 2020 diversity of residents was
estimated at 17.4% persons of color and 82.6% white, non-Hispanic. More information on county

year begins on January 1 and ends on December 31. The County is governed by a five-member board of
county commissioners representing separate districts within the county. In addition, the offices of county
attorney and sheriff are elected on a county-wide basis.
The County offers a full range of services including courts, property tax administration, law enforcement and
corrections, public works, human services, parks, solid waste management, library, community health,
county extension, and general administration. The County employs approximately 1300 employees.
Note: The County is working on a new strategic plan including vision, mission, goals, and values. This new
strategic plan is expected to be completed mid-2024. The current vision, mission, goals, and values include:

2. Scope of Services
The successful Contractor will have the ability to perform all the functions below. Contractors who cannot
provide the full range of requested services may submit a proposal but must clearly note any services listed
in this request which would not be provided. Contractors are also encouraged to highlight any services for
which they possess particularly notable qualifications.
Washington County views engagement as more than employee happiness. It is a feeling of active

This project represents an action plan based on our most recent engagement survey completed in 2023. In
addition to each department creating its own action plan, the county selects one overarching item. In 2024,
the county has selected “Washington County shows a commitment to ethical business decisions and
conduct.”
2.1. Scope of Work to be Performed
We aim to create an interactive educational program(s) that will reach all county
employees. The key messages will be:
Before we can commit to ethical business decisions and conduct, we need a
shared understanding of what that means to each person.
We need each employee to understand their own ethical expectations beyond
simply not violating our ethics policy.
In partnership with our Human Resources department and stakeholders, we seek a
contractor who can:
Work with stakeholders to develop key course objectives.
Create interactive educational programs for both formal leaders and staff as follows.
Create four different educational programs to be delivered to county staff.
1. Ethical conduct training that would be delivered by a supervisor at a team meeting, with
option for the supervisor to customize it to that work group (assume one-half hour and
audience of 5 – 30).
2. Ethical conduct training that would be delivered by the consultant at a series of department
all-staff meetings (assume about five of these, one-hour in duration, and audiences of 100 –
450)
3. Ethical conduct training that would be delivered by the consultant at the county’s annual
Department Head/Supervisor Retreat – Tentatively scheduled for the afternoon of
September 12, 2024. This presentation would focus on decision-making for supervisors and
highlight the importance of ethics in the county’s new strategic plan and
Vision/Mission/Values.
4. Content for the County’s supervisor academy that would be delivered by an HR professional
(assume one-half hour and audience of 30).
