1. Project Information
This Request for Proposal (RFP) has been prepared by Washington County to obtain Construction
Administration and Inspection Services for certain projects that will be constructed in 2024. The map below
shows the anticipated 2024 construction program.

2. Roles and Responsibilities
2.1. Washington County Organizational Chart
Washington County has developed the following Organizational Chart to provide a framework to clearly
identify project administration and inspection roles on a typical construction project.

2.2. Washington County Construction Responsibilities
The responsibilities for each role identified in the Construction Organizational Chart have been established
to ensure that the project is constructed in conformance with the construction contract and that all required
documentation, testing, etc. is completed to comply with the contract and funding sources. Based on the
project needs, these responsibilities may be shifted or shared amongst team members.
2.2.1. Construction Engineer
- Construction issue decision maker
- Coordinate consultant activities with Washington County construction group
- Approve/advise on changes and extra work
- Approve partial payments
- Review and approve final estimate
- Review project schedule
- Fulfill role of Engineer as described in MNDOT 1501

2.2.2. Project Engineer
- Administrative Point of Contact
- Ensure contract compliance
- Schedule, prepare, and present Preconstruction Meeting
- Prepare and present weekly construction meeting
- Review pay estimates
- Verify internal funding
- Prepare Change Orders
o Verify costs with funding partners
o Verify 7% contingency
- Maintain Administrative Files & Documentation
o Review & distribute submittals & shop drawings
- Outside Communication
o Weekly updates, web, Facebook (work with Communication Coordinator/Business
Liaison)
o Advanced notice for businesses, residents, agencies, etc.
- Design Issue decision maker
o Design clarifications
o Design changes
- Formal contractor correspondence
- Review contractor’s project schedule
- Permit execution
- Utility planning & coordination
- Lead SWPPP site inspections
- Coordinate State Aid final inspection
- Coordinate and review final materials testing report for material exception/deducts

2.2.3. Inspector(s)
- Attend preconstruction meeting
- Serve as field/construction point of contact
- Provide daily and consistent correspondence with the contractor
- Attend and participate in weekly construction meetings
- Review contractor’s project schedule and coordinate with contractor and others
- Regularly update the Project Engineer/Manager to keep the County informed of project
issues and progress on the project
- Independently monitor and inspect progress and construction methods to ensure work
meets contractual requirements
- Communicate and resolve field problems with contractors, utilities, residents, etc.
- Coordinate construction staking with assigned survey team and contractor
- Assist contractor with coordination of private utility relocation issues
- Project documentation- Daily Journal/Diary
o Detailed description of activities observed
o Documentation of inspection points, material test results, field decisions
o Photos- work activities, problem areas, unusual situations, traffic control, etc.
o On-site construction personnel
o Hours worked
o Equipment used
o IRAs/Quantities
o Transcribe all the above into Appia as a daily report
