1. Introduction
The purpose of this Request for Quotes (RFQ) is for Washington County to provide safe, secure, and reliable
aerial and powered pallet jack lift services.
This Request for Quote (RFQ) has been prepared by Washington County to secure aerial and powered pallet
jack lift services throughout Washington County. Washington County Building Services Division is
responsible for the maintenance and continuing operation for all aerial lifts and powered pallet jack lifts
throughout the County. The County is seeking a five-year contract. These services will go through the RFQ
solicitation process every five (5) years at minimum.
1.1. Background Information
The County was established in 1849 and has the powers, duties, and privileges granted counties by state
law, codified in Minn. Stat. § 373. The County serves an area of 423 square miles, with an estimated
population of 262,748. The County’s fiscal year begins on January 1 and ends on December 31. The County is
governed by a five-member board of county commissioners representing separate districts within the
county. In addition, the offices of county attorney and sheriff are elected on a county-wide basis.
The County offers a full range of services including courts, property tax administration, law enforcement and
corrections, public works, human services, parks, solid waste management, library, community health,
county extension, and general administration. The County employs approximately 1300 employees.

2. Scope of Work
The successful Contractor will have the ability to perform all the functions below.
Contractors who cannot provide the full range of requested services may submit a quote but must clearly note
any services listed in this request which would not be provided. Contractors are also encouraged to highlight any
services for which they possess particularly notable qualifications.
The contractor will provide resources, labor, and equipment for on call aerial lift and powered pallet jack lift
services at various Washington County locations. The contractor will be able to perform repairs of current aerial
lifts and powered pallet jack lifts as needed as well as any new aerial lift or powered pallet jack lift equipment.
The contractor will provide Preventative maintenance schedules for each lift and provide an example
maintenance checklist. Services provided under this Contract will be conducted in a manner consistent with that
level of care and skill ordinarily exercised by members of the Contractor's occupation performing services under
similar conditions.
2.1. Scope of Work Specifications
2.1.1. Maintenance
Lifts shall be serviced using OEM level parts.
Common parts should be pre stocked in case of unplanned breakdowns.
All equipment shall be maintained and operated in accordance with the manufacturer’s
directions and generally accepted safety procedures.
2.1.2. Preventative Maintenance
The contractor shall provide Washington County with a recommended annually preventative
maintenance schedule for each aerial lift and powered pallet jack lift.
The contractor shall make lifts ready for operation during all four seasons.
Contractor will provide Building Services with any recommended repair items outside of normal
preventative maintenance tasks.

3. Quote Content
3.1. Cover Letter
Introduce the contractor submitting the quote and state the contractor’s understanding of the services.
Include the name, address, telephone number, and email address of the contact person(s), as well as the
names of any others participating in the quote.
3.2. Qualifications and Experience
Provide mandatory qualifications and experience that prove the contractor can perform the work which can
be reviewed on a pass/fail basis by the county.
3.3. Cost
Provide all fees associated with the proposed contract for services.

3.4. Appendix A
Provide a signed Appendix A – County’s Standard Terms and Conditions as the contractor to whom the
contract is awarded shall be required to comply with the terms and conditions contained therein.
4. Quote Submittal
Quotes will be limited to no more than five (5) pages in length, excluding a cover sheet, a cover letter, table
of contents and appendices. The proposal must be combined as one document, and the font shall be no
smaller than 11-point. Appendices are anticipated to contain prepared marketing materials and/or full
resumes or other supporting documents. Reviewers may or may not review material contained in
appendices. The following will be considered minimum contents of the proposal and must be submitted in
the order listed.

Contractors must submit to the e-mail address above with a subject line clearly marked as “Aerial and
Powered Pallet Jack lift Services,no later than March 13th, 2024, and 2:00 pm CST. Late submittals will not
be considered.
All quotes, once submitted, become the property of the county. They will not be returned to the contractor.
Submission of a quote indicates acceptance by the contractor of the conditions contained in this RFQ unless
clearly and specifically noted in the quote submitted and confirmed in the contract between the county and
the selected contractor.
5. Quote Evaluation and Selection
The evaluation will consist of a pass/fail review to determine which quotes comply with all the mandatory
submission requirements. The quote and contractor will be deemed responsive and responsible if compliant
with all requirements of this RFQ. Non-compliant quotes will be disqualified and not evaluated further.
5.1. Evaluation Committee
Representatives of Washington County will review all quotes received by the deadline. All quotes will be
reviewed based on the evaluation criteria below.
5.2. Evaluation Criteria
The lowest responsive and responsible contractor will be selected based on the following criteria:

Cost
5.3. Final Selection
It is anticipated but not guaranteed that the selection of a contractor will be completed by March 18th, 2024.
Following notification of the selected contractor, it is expected a contract will be executed between both
parties.
