2024 LEPR Pavement Preservation RFP
1. Introduction
1.1. Background Information
The Washington County Public Works Department is issuing this request for proposals (RFP) to provide
design production support for the 2024 Lake Elmo Park Reserve (LEPR) Pavement Preservation Project.
Lake Elmo Park Reserve is a 2,179 acre park located in the center part of Washington County and is the
county’s most popular park, receiving over a half million visits a year. This park offers a number of facilities
and activities to park users, including, but not limited to swimming, hiking, fishing, boating, cross country
skiing, camping, biking, and picnicking.
Washington County typically designs pavement preservation projects internally but needs short term
workload support to meet a favorable bidding environment by providing plan production for up to
approximately 0.7 miles of Keats Ave N (main park access road) from the Nordic Center/Eagle Point
Trailhead Intersection to the north & 3.8 miles of trail resurfacing. All project work will be located within
Lake Elmo Park Reserve and is shown in Appendix D. Also included in Appendix D is an inset of the 2022
Central Greenway project, where approximately 200’ of Central Greenway trail will be resurfaced with this
project scope. Central Greenway project as-built plans will be provided to the selected Consultant, as shown
in Section 2.2.
This design contract intent is solely for engineering design services and plan production; no stakeholder
engagement is anticipated with this contract. See Section 2 for the tasks associated with this contract.
As is consistent with Washington County’s Capital Improvement Plan CIP # PARK-1005, Washington County
has designated $900,000 for this project budget, which includes design and construction.
1.2. Project Goals and Objectives
Preserve roadway and trail pavement within Lake Elmo Park Reserve to maintain a high quality
experience for park visitors.
Prepare construction documents to meet an April 12, 2024 bidding release date as shown below.
Support County construction staff, as needed, through construction.

2. Scope of Services
The following lists outline work tasks and associated items that shall be included as part of the contracted
services.
2.1. Project Management
The Consultant will perform all work necessary to effectively coordinate the project completion, maintain
the project schedule and budget. Bi-weekly project manager check-ins should be assumed between Notice
to Proceed and Bid Advertisement. No project management team (PMT) meetings will occur for this project.
2.2. Data Collection and Site Visit
The selected consultant will receive existing data and information relevant to the project area. If weather
permits, one on-site coordination meeting with the County project manager shall be arranged by the
Consultant.
Washington County will provide the following information to the successful Consultant:
Geolocated project aerial imagery
Topographic survey (2D) of Keats Ave N (main park access road)*
Existing bituminous trail widths*
LIDAR
Geotechnical report with pavement recommendations
Central Greenway as-built plans (2022)
Proposed Keats Ave N (main access road) & trail typical sections
* = If additional topographic survey is needed, the County will supply this information to the selected
Consultant.
2.3. Project Coordination
As previously mentioned, no stakeholder engagement is anticipated with this contract.
There are many other park construction projects planned for 2024 in Lake Elmo Park Reserve. The selected
consultant may be asked to support the County project manager in coordinating construction details with
County construction staff. The other LEPR construction projects include:
Eagle Point Trailhead Project – Access Road Resurfacing from CSAH 10 to Nordic Center/Eagle Point
Trailhead Intersection, Parking Lot Improvements & Restroom Facility (Construction: Sept – Oct)
Contact Station Renovation – (Construction: Aug – Nov)
Swim Pond Play Area – CIP # PARK-3019 (Construction: Aug – Oct)
Parks Maintenance and STS Storage Facility – CIP # PARK-3009 (Construction: Aug - Dec)

2.4 Utility Coordination
For the purposes of this RFP, "utilities" shall mean and include, but not be limited to, all privately,
publicly, or cooperatively owned pipes, lines, antennas, or facilities for the distribution or transmission
of electrical energy, gasoline, oil, natural gas, water, sewage, steam, cable TV, telephone or other
material and communication lines and devices.
Consultant Responsibilities:
Obtain the locations of all utilities that exist within the limits of construction, and which may be
affected by the project
Utility location information shall be obtained through a Gopher State One to obtain a design
locate (mapping and field locates), conducting detailed utility searches, and directly from
the utility owners
All utilities shall be identified as to owner, type, and size
All utilities shall be shown on plans in accordance with the requirements of the “Utility
Notification Law”, Minnesota Statute Section 216D.04
The subsurface utility information to be provided in the final plans shall be utility Quality Level
D
This quality level shall be determined according to the guidelines of CI/ASCE 38.-.2, entitled
"Standard Guidelines for the Collection and Depiction of Existing Subsurface Utility Data"
Attend utility coordination meetings with private utility owners, as requested by the County
Conflicts:
The Consultant shall develop a tabulation of any conflicts and required changes to existing
utility facilities
If conflicts with public utilities are anticipated, the Consultant shall work with the owner of
these facilities, and Washington County, to determine a proposed solution
County Responsibilities:
Provide known locations of County utility infrastructure within the park
Survey utilities located in the field, as needed
Host utility coordination meetings with private utility owners, as needed
