1. Introduction
This Request for Proposal (RFP) has been prepared by Washington County to secure services for Security
Consulting and Design Services. The County is seeking a five-year contract. These services will go through the
RFP solicitation process every five (5) years at minimum.
By entering into such a contract, the Consultant and the County can expedite project delivery by eliminating
the need for project-specific solicitations, proposal reviews, and contract approval processes when needs
arise. It should be understood that the contract amount would be set such that it will be sufficient to cover
the anticipated annual services, although the actual payment amount to the Consultant will reflect only
actual work performed, with no guarantee of the full contract amount nor any minimum amount being
used. Contracts will be set to a five (5) year cumulative maximum not to exceed $175,000.
Washington County may enter into multiple contracts as needed to adequately provide the variety of
services that may be required. Additionally, the County may solicit Project Estimates from contract holders
for individual projects within the contract term. When soliciting Project Estimates, the county shall make
available to the Consultant(s) a detailed description of the project and the required project deliverables.
1.1. Background Information
The County was established in 1849 and has the powers, duties, and privileges granted counties by state
law, codified in Minn. Stat. § 373. The County serves an area of 423 square miles, with an estimated
population of 262,748. The County’s fiscal year begins on January 1 and ends on December 31. The County is
governed by a five-member board of county commissioners representing separate districts within the
county. In addition, the offices of county attorney and sheriff are elected on a county-wide basis.
The County offers a full range of services including courts, property tax administration, law enforcement and
corrections, public works, human services, parks, solid waste management, library, community health,
county extension, and general administration. The County employs approximately 1300 employees.
The County intends to retain a Security Systems Consultant to provide services for all County buildings on an
as needed basis.

2. Scope of Services
The successful Contractor will have the abilities to perform all the functions below. Contractors who cannot
provide the full range of requested services may submit a proposal but must clearly note any services listed
in this request which would not be provided. Contractors are also encouraged to highlight any services for
which they possess particularly notable qualifications.
2.1. Scope of Work to be Performed
Include a detailed list of contractor responsibilities and tasks to be performed.
The selected consultant may be responsible for planning and programming, coordination for system
development and demolition of existing systems, schematic design, design development, construction
documents, requests for proposals/quotes, construction bidding, construction observation and
administration, and construction punch list and closeout.
The consultant shall assist the County in attaining its Security Objectives, including but not limited to,
maintenance agreements, analysis and recommendations, narrative reports, budgets and facility
improvements, as needed. Security objectives may include but are not limited to: camera systems, access
control, intrusion detection, and physical security, among others.
Collaboration and coordination with additional County vendors whenever and wherever necessary.
Progressively detailed, professional cost estimating whenever necessary.

2.3. Other Requirements
Include other requirements such as qualifications, licensing, certifications, and county responsibilities.
3. Proposal Content
At a minimum, submitted proposals shall include:
1. A cover letter not to exceed one page.
2. A dedicated section for each of the following:
a. Qualifications and experience of staff.
b. Experience working on City or County projects
3. Proposal Submittal Form (Appendix B).
3.1. Cover Letter
Introduce the contractor submitting the proposal and state the contractor’s understanding of the services.
Include name, address, telephone number, and email address of the contact person(s), as well as the names
of any others participating in the proposal.
3.2. Qualifications and Experience
Provide demonstrated qualifications and experience that proves the ability to perform the work.
Describe the structure of your team: primary firm and possible sub consultants, joint venture, partnership,
corporate status, etc. The County will only contract with one entity and that entity should make whatever
arrangements with its partners/Sub-consultants that it thinks are appropriate. Any legal requirements of the
State of Minnesota or Washington County would apply.
Describe key team member’s background and related experience, demonstrating availability and ability to
provide required services.
Include resumes of all proposed Consultant design team members and indicate the number of staff available
within the firm.
The resumes should identify name and position in firm, any applicable Minnesota registration numbers for
licensed professionals, level of expertise, years of experience in areas of specialty and any direct work
experience on City or County projects.
3.3. Cost and Fee Schedule
Provide all fees associated with the proposed contract for services in Appendix B.
