CSAH 96 Corridor Study
1. Introduction
1.1. Background Information
The Washington County Public Works Department is issuing this request for proposals (RFP) to provide
project coordination, data collection, stakeholder engagement, corridor planning, and concept level design
services for the County State Aid Highway (CSAH) 96 (Dellwood Rd) Corridor Study.
CSAH 96 from Trunk Highway (TH) 61 to Trunk Highway (TH) 95 (St Croix Scenic Way):
A jurisdictional transfer was completed in May of 2023 transferring ownership of roadway to
Washington County from TH 244 to Th 95
Roadway section within Ramsey County is still under MNDOT jurisdiction
Is approximately 10.25 miles
Has a typical section mostly consisting of a 2-lane rural undivided highway with turn lanes in
various locations
Is functionally classified as a Minor Arterial
Has variable traffic volumes, that range from 3,510 to 10,000 vehicles/day (2022 counts)
Has a posted speed limits of 40,50, and 55mph
Has a posted weight limit of 10-tons
Is located within Washington County and Ramsey County
This study will be a cooperative effort between Washington County and Ramsey County, with Washington
County serving as the lead agency. All work performed under the anticipated contract must be carried out in
accordance with the procedures, requirements, and regulations of the Minnesota Department of Transportation
(MnDOT), MnDOT State Aid, Minnesota Department of Natural Resources (MnDNR), Washington County,
Ramsey County, Browns Creek Watershed District, and Rice Creek Watershed District.
The corridor study runs through White Bear Lake Township, Dellwood, Grant, Stillwater and Stillwater Township,
and is adjacent to many other neighboring Cities. It is expected that these Cities are engaged throughout the
corridor study in various different ways.
1.2. Study Goals and Objectives
The objective of this study is to identify responsible long-term solutions to improve this corridor. In
summary, the study process goals are as follows:
Utilize a comprehensive agency and public involvement process to engage, obtain feedback, and
build consensus around a publicly supported slate of recommendations for this corridor.
Compile a planning level corridor inventory using existing and collected data to support
understanding of existing conditions and potential corridor opportunities/constraints
Identify pedestrian and bike improvements along corridor
Evaluate safety improvements along the corridor
Review current corridor Right of Way and outline potential property impacts
Evaluate corridor challenges with the proposed improvements.
Identify cost estimates and potential funding opportunities for recommended improvements,
broken-down per section or by projects with independent utility.

2. Scope of Work and Deliverables
The following section outlines work tasks and associated items that shall be included as part of the contracted
services.
All reports/documentation must be developed and presented in Microsoft Office and all design files must be
developed and presented in MicroStation adhering to Washington County approved formats unless otherwise
noted or requested by the Consultant (the selected firm to perform this work) with approval of Washington
County.
The role of the selected Consultant team will be to complete all tasks necessary to achieve community
acceptance of a slate of recommendations to this corridor. Washington County will partner with Ramsey County
and will act as the lead agency through all aspects of the study. The County’s role as lead agency does not
preclude direct and regular interaction between the Consultant and Ramsey County, Watershed Districts, and
other agencies.
External Agency input and review is important; however, the County is to be kept informed of agency dialogue
and will assist the Consultant in determining the need and scope of interaction with a particular agency.
2.1. Project Management
The Consultant will perform all work necessary to effectively coordinate the project completion, maintain
the project schedule and budget, as well as manage the Project Management Team (PMT). The Consultant
will start with an in-person kick-off meeting at either Washington County or Ramsey County office. After the
kick-off meeting, the Consultant should host monthly PMT meetings, which can be virtual. The proposal
should include a summary of the project management measures required to ensure that the study is
completed on time, within budget, and in accordance with applicable laws, policies, standards, and good
engineering practice. The selected Consultant shall develop and implement a project specific Quality
Management Plan, which shall be available for review upon request during the study.
2.2. Data Collection and Site Visit
The Consultant shall collect existing data and reports relevant to the study area and obtain new information
as needed to compile a planning-level inventory of the corridor. At least one on-site coordination meeting
shall be arranged by the Consultant with Washington County, and Ramsey County staff.
Washington County and Ramsey County will provide existing information to the successful Consultant,
including:

Examples of information the consultant will be responsible for collecting include the following items (list to
be refined and confirmed with selected consultant prior to start data collection):
Review of corridor data provided by MnDOT
Existing site conditions, corridor context/constraints
Existing typical sections
Existing right of way conflicts
Intersection controls and conditions
Traffic Counts at four intersections identified by the County at the start of the study
Average daily traffic counts of surrounding and intersecting roadways
Pulling and reviewing crash data along the corridor
Desktop review of wetlands along the corridor
Desktop review of cultural resources
*Note: If it is determined through the study that detailed survey information is needed in specific areas,
Washington County will complete survey and provide data to consultant.
Corridor inventory to be presented using figures and brief narratives in an existing conditions report. Logical
corridor segments to be identified based on corridor characteristics/context to be carried through
remainder of study and stakeholder engagement discussions.
2.3. Public and Agency Engagement
The goal of the Washington County Public Works Department is to achieve excellence in design with every
project we do through comprehensive public involvement. We believe a robust and focused public
engagement plan will be essential to facilitate community acceptance of this study, while maintaining the
transportation objectives and requirements of Washington County, Ramsey County and MNDOT.
The Consultant shall develop a public involvement plan to meet the study objective and goals and facilitate
acceptance and approval of the study. The plan should provide an overall approach to involvement, as well
as specific involvement activities, techniques, strategies and how these specific tasks will integrate into the
overall process. Consultants are encouraged to developed and present cost effective solutions to maximize
public engagement.
2.3.1. Study Website
Washington County will create a project-specific website, which will be available throughout the
duration of work, as well as through construction. The selected Consultant will be responsible for
providing text and graphics for the website throughout the study.
2.3.2. Open Houses
Assist in hosting three public open houses for this corridor study. Washington County will lead the
efforts of securing a location and all mailing efforts. Consultant should assist in board preparation and
meeting materials. Consultant should send 2 team representatives to each open house. Consultant
should also oversee compiling information gathered at open house and creating a summary for each
open house to be presented to the PMT team.
