Description

The City of Charlotte, Aviation Department (CLT) is seeking professional consulting services to conduct operational analyses, assessments, and audits to ascertain organizational effectiveness and identify opportunities for improvement related to the procurement and contracting of goods, services, technology, and construction (“Project”). CLT is seeking to adopt best practices that will enhance transparency and auditability; strengthen our ability to ensure legal and regulatory compliance; and save time and money by reducing the need for rework, disputes, and litigation. Adoption of best practices are also intended to assist in the establishment and maintenance of mutually beneficial relationships with suppliers and other business partners.

This letter extends an invitation for the submission of a proposal to supply the City of Charlotte,
Aviation Department (“City” aka “CLT”) with services as indicated above. Proposals for the above
will be received via the e-bidding portal until 2:00 p.m. eastern standard time on February 28,
2024.
CLT is not hosting a pre-proposal conference for this RFP.
Any changes to the terms, conditions or specifications stated in this Request for Proposals will be
documented in a written addendum, issued by CLT. These addenda will be accessible through
the e-bidding portal.

SECTION 1: GENERAL INSTRUCTIONS
A. INTRODUCTION
The City of Charlotte Aviation Department (CLT) is seeking proposals for Contract Management
Consulting Services (the “Work”). A description of the Work is included below. A complete and
signed Proposal including forms 1-5 must be submitted through the e-bidding portal by
February 28, 2024 at 2:00 pm est at https://gateway.app.e-

The forms herein must be completed and uploaded to the site by the proposal due date and time.
This RFP consists of:
Section1: Description of the Work, selection criteria and the terms and conditions that apply to
this proposal process and procurement; and
Section 2: The forms that a Proposer is required to complete and return as its Proposal (called
the “Proposal Response Forms”)
Please review each section carefully, including all attachments and exhibits. Proposers will be held
accountable for having full knowledge of the contents of this RFP and for performing any due
diligence that may be necessary to submit a binding Proposal. Failure to comply with the terms,
conditions and requirements of this RFP may result in disqualification of the Proposer in the sole
discretion of CLT.

C. DESCRIPTION of the WORK
1. General Scope. The City of Charlotte, Aviation Department (CLT) is seeking professional
consulting services to conduct operational analyses, assessments, and audits to ascertain
organizational effectiveness and identify opportunities for improvement related to the
procurement and contracting of goods, services, technology, and construction (“Project”).

CLT is seeking to adopt best practices that will enhance transparency and auditability;
strengthen our ability to ensure legal and regulatory compliance; and save time and
money by reducing the need for rework, disputes, and litigation. Adoption of best
practices are also intended to assist in the establishment and maintenance of mutually
beneficial relationships with suppliers and other business partners.
The result(s) of the Project shall aid CLT in accomplishing the following:
Strengthen and refine procurement and contract management processes.
Enhance legal defensibility of procurement and contract award processes and
associated documentation.
Define a framework and processes by which CLT establishes and manages its
contractual relationships, including standardized documentation and process for
ensuring contractual obligation compliance.
Identify, assess, and mitigate risks associated with soliciting for goods and services,
technology and construction, contract award and contract administration activities to
enhance procurement efficiency; and
Ensure transparency in practice and processes sufficient to minimize legal and political
challenges.
2. Consulting Services. The Consultant(s) shall:
Assess the current state of the Procure-to-Pay process and any potential changes
resulting from the City’s implementation of new Enterprise Resource Planning (ERP)
System.
Identify peer organizations (preferably Airports) for comparison to CLT.
Compare CLT process & procedures to best practices to ensure compliance with
contract obligations, contractor and CLT reporting requirements, Federal and State
grants, local and Federal disadvantaged business program compliance, certificate of
Insurance administration, project completion documentation and project closeout.
Evaluate opportunity to centralize in-house scope and specification writers/reviewers.
Review existing Procurement policies and procedures and offer qualitative opinion of
the sufficiency of CLT’s practices.
Recommend effective controls to maintain regulatory compliance with Federal, State
and City guidance, statutes, policies, grant agreements and assurances.
Assess risks inherent in CLT’s competitive process, level of competition achieved and
basis for awarding contracts (evaluation criteria and selection methodology).
