The Town of Chapel Hill is seeking Statements of Qualifications (SOQ) for professional services of a qualified and experienced engineering firm (consultant) for a Downtown multimodal mobility plan. This work will involve an analysis of the data (traffic counts, loading zones, bus schedules, level of service, etc.) available to determine the best use of streets for all modes of transportation and develop a future multimodal plan for Downtown that prioritizes pedestrians and enhances economic vitality. This work will be focused on the Downtown corridor from Cameron Ave to East Rosemary and Merritt Mill to Henderson. Consideration for overall Downtown circulation may require inclusion of additional surrounding fringe streets (ex. North Street). Without widening, the Town seeks to smooth traffic flow during peaks while at the same time ensuring the safety of everyone in all modes of transportation. This work will need to consider existing data and past plans, in addition to consideration for future growth, Town goals, and community aspirations. This work should also be centered around equity and inclusion, with a process for public input and feedback.
All Statements of Qualifications must be submitted electronically and received by 3:00 P.M. on January 9, 2023.
Submittals shall consist of no more than five (5) pages (excluding resumes). Submittals exceeding this page limit will be excluded from consideration. Submittals should include a resume for the project lead and a letter of interest.
