Services may include surveying, design, environmental permitting, permitting, consultation, meetings & presentations, and construction related services.

3. Office spaces may be included in a portion of the building
4. Two doors 28 ft. high x 45 ft. long
5. The hangar will be located beside the “Childress (RCR) Hangar”

Qualifications:
All firms submitting proposals must have demonstrated experience and expertise with building hangars for airports master planning, design services and all construction services. Experience within the previous five (5) years is preferred. Davidson County is an Equal Opportunity Employer. Local, minority, female owned, and small businesses are encouraged to submit proposals.
Special Requirements:
The criteria to be considered for selection and the weighting of the qualifications criteria:
1. Related experience of the proposed Project Team to be assigned to this project (25 pts)
2. Related experience of the team including timeliness of services (20 pts)
3. Availability and interest in providing services (10 pts)
4. Related experience with cost controls & cost awareness (20 pts)
5. Project schedule and approach (10 pts)
6. References for similar projects from similar clients (10 pts)
7. Other information regarding the firm that may prove beneficial to the County (5 pts)
Total points = 100

The selection committee may schedule interviews with ranked teams with extensive experience, past projects need to include some with scopes and costs comparable to or larger than this one. The projects should be within the past five (5) years.

Miscellaneous:
Proposals must be limited to a maximum of 20 pages single-sided (10 pages double-sided) with a minimum font size of 12. Advertising material should not be included in the proposal and will not be considered in the selection process. All proposals will become the property of Davidson County and will be evaluated to determine which firm is best qualified to meet the County’s requirements.

INTRODUCTION
Davidson County is seeking a qualified design build firm to provide design/build services (including but not
limited to; architectural/engineering, programming, schematic, design development, bidding, planning,
preparation, construction administration and construction phased services) for a proposed new hangar(s) to
be located at 1673 Aviation Way, Lexington, NC 27292. Services may include surveying, design,
environmental permitting, permitting, consultation, meetings & presentations, and construction related
services. The purpose of the Request for Qualifications (RFQ) is to generally describe the work desired by
the County and to invite qualified persons or firms to submit written descriptions of their design build teams
qualifications and proposed approach for providing that work.
All firms submitting proposals must have demonstrated experience and expertise with building hangars for
airports master planning, design services and all construction services. Experience within the previous five
(5) years is preferred. Davidson County is an Equal Opportunity Employer. Local, minority, female owned
and small businesses are encouraged to submit proposals.
Responses to this request shall be submitted in accordance with the procedures outlined herein. In addition,
this RFQ is being issued based on § 143-128.1A and § 64-31, design-build contracts, as reprinted below for
your review.
From the proposals received, Davidson County will conduct a competitive QUALIFICATIONS BASED
SELECTION process to identify the best-qualified design/build team with which to negotiate a contract.
PROJECT DESCRIPTION
A. The new airport corporate hangar will be:
1. 120 sq. ft. x 200 sq. ft. or 24,000 +/- sq. ft.
2. With a wall dividing the two spaces
3. Office spaces may be included in a portion of the building
4. Two doors 28 ft. high x 45 ft. long
5. The hangar will be located beside the Childress (RCR) Hangar
The Board of Commissioners will allocate funds toward this Project. Funds will be available for this project
for architectural and engineering services, construction, permitting, legal and administrative costs. A
committee of individuals interested in the project may interview qualified teams responding to this RFQ, and
will select a firm to recommend to Board of County Commissioners for final approval and award of contract.
ANNOUNCEMENT:
(c) A governmental entity shall issue a public notice of the request for qualifications that includes, at
a minimum, general information on each of the following:
(1) The project site:

A. The new airport corporate hangar will be:
1. 120 sq. ft. x 200 sq. ft. or 24,000 +/- sq. ft.

4. Internal office space in a portion of the hangar
(3) The anticipated project budget:
$4,000,000.00 +/-
(4) The project schedule:
Notice to proceed mid-February 2024.
Official ground-breaking mid-Spring 2024.
(5) The criteria to be considered for selection and the weighting of the qualifications
criteria:
1. Related experience of the proposed Project Team to be assigned to this project (25 pts)
2. Related experience of the team including timeliness of services (20 pts)
3. Availability and interest in providing services (10 pts)

(6) Notice of any rules, ordinances, or goals established by the governmental entity,
including goals for minority and women-owned business participation and small
business participation:

(7) Other information provided by the owner to potential design-builders in submitting
qualifications for the project:
None at this point.
(8) A statement directing each design-builder to submit in its response to the request for
qualifications an explanation of its project team selection. The governmental entity
may specify which one of the following project team selection options shall be used or,
if not specified, the response shall consist of either of the following project team
selection options:
We have elected to allow each design/builder to chose which of these works best for them, but
you must choose one:
a. A list of the licensed contractors, licensed subcontractors, and design professionals
whom the design-builder proposes to use for the project's design and construction.
If this project team selection option is used, the design-builder may self-perform
some or all of the work with employees of the design-builder and, without bidding,
also enter into negotiated subcontracts to perform some or all of the work with
subcontractors, including, but not exclusively with, those identified in the list. In
submitting its list, the design-builder may, but is not required to, include one or more
unlicensed subcontractors the design-builder proposes to use. If this project team
selection option is used, the design-builder may, at its election and with or without
the use of negotiated subcontracts, accept bids for the selection of one or more of its
first-tier subcontractors.
b. A list of the licensed contractors and design professionals whom the design-builder
proposes to use for the project's design and construction and an outline of the
strategy the design-builder plans to use for open subcontractor selection based upon
the provisions of Article 8 of Chapter 143 of the General Statutes. If this project
team selection option is used, the design-builder may also self-perform some of the
work with employees of the design-builder, but shall not enter into negotiated
contracts with first-tier subcontractors.
SCOPE OF SERVICES
The design/build services required by Davidson County for this project shall generally follow the tasks
outlined below. The final scope of services will be negotiated with the selected design build team:
Preliminary Design includes Conducting Stakeholder meetings, existing facility analysis,
programing, civil, master planning, finalize Schematic Design and producing Design Development
Documents,
Construction Documents includes final drawings, specifications, and other documentation as
necessary
Budgets as designs become clearer and stakeholders are updated, (around three (3) formal updates
to the budget) up to and including the guaranteed maximum price (GMP)
Pre-Construction Services
Agency Approvals - submit for and obtain all necessary local, state and federal agency
approvals
Construction includes all necessary subcontractors, skill and experience to construct the building
Construction Management includes progress meetings, inspections, submittals, shop drawing
review/approval and evaluations of other submittals, change orders, pay applications and project
close-out
§ 143-128.1A. Design-build contracts.
(a) Definitions for purposes of this section [are as follows]:
(1) Design-builder. - As defined in G.S. 143-128.1B.
(1g) Design professional. - As defined in G.S. 143-128.1B.
(1p) First-tier subcontractor. - As defined in G.S. 143-128.1B.
(2) Governmental entity. - As defined in G.S. 143-128.1B.
(3) Licensed contractor. - As defined in G.S. 143-128.1B.
(4) Licensed subcontractor. - A person or entity, not including design professionals or
employees of the design-builder, that will be performing work under the design-builder and
whose scope of work proposed for the project requires that it be licensed in accordance
with Article 2 or Article 4 of Chapter 87 of the General Statutes.
(5) Unlicensed subcontractor. - A person or entity, not including design professionals or
employees of the design-builder, that will be performing work under the design-builder and
whose scope of work proposed for the project does not require that it be licensed in
accordance with Article 2 or Article 4 of Chapter 87 of the General Statutes.
(b) A governmental entity shall establish in writing the criteria used for determining the circumstances
under which the design-build method is appropriate for a project, and such criteria shall, at a minimum, address
all of the following:
(1) The extent to which the governmental entity can adequately and thoroughly define the
project requirements prior to the issuance of the request for qualifications for a design-
builder.
(2) The time constraints for the delivery of the project.
(3) The ability to ensure that a quality project can be delivered.
(4) The capability of the governmental entity to manage and oversee the project, including the
availability of experienced staff or outside consultants who are experienced with the
design-build method of project delivery.
(5) A good-faith effort to comply with G.S. 143-128.2, G.S. 143-128.4, and to recruit and select
small business entities. The governmental entity shall not limit or otherwise preclude any
respondent from submitting a response so long as the respondent, itself or through its
proposed team, is properly licensed and qualified to perform the work defined by the public
notice issued under subsection (c) of this section.
(6) The criteria utilized by the governmental entity, including a comparison of the advantages
and disadvantages of using the design-build delivery method for a given project in lieu of
the delivery methods identified in subdivisions (1), (2), and (4) of G.S. 143-128(a1).
(c) A governmental entity shall issue a public notice of the request for qualifications that includes, at
a minimum, general information on each of the following:
(1) The project site.
(2) The project scope.
(3) The anticipated project budget.
(4) The project schedule.
(5) The criteria to be considered for selection and the weighting of the qualifications criteria.
(6) Notice of any rules, ordinances, or goals established by the governmental entity, including
