Roof Anchor Upgrades and Additions at the Durham County Justice Building
IFB No. 24-028
Bids will be received by the County of Durham Purchasing Division of Finance, Durham County, 201
East Main Street, 7th Floor, Room 703, Durham, North Carolina 27701, until 2:00 P.M. Eastern Time, on
February 29, 2024. The work contemplated will include removal of vegetated roof overburden, roofing
membrane and insulation, and metal decking to allow for installation of new fall protection anchors and
upgrading existing fall protection anchors, installation of new roof insulation and roof membranes,
installation of vegetated roof overburden and installation of fire resist materials on the underside of the
roof decking and structural components.
A Pre-Bid Conference will be held on February 8, 2024, at 10:00 A.M., Eastern Time, in the Durham
County Purchasing Division of Finance Conference Room, 201 East Main Street, 7th Floor, Room 703,
Durham, NC 27701. All bidders who intend to bid are encouraged to attend.
A Site Visit will be held On February 8, 2024, immediately following the Pre-Bid Conference at Durham
County Justice Building, 510 South Dillard Street, Durham, North Carolina 27701.
Instructions for submitting bids, specifications, a complete description of the work involved, and the
apparatus, supplies, materials, and equipment for this bid, can be examined by contacting the office of REI
Engineers, 9121 Anson Way, Suite 100, Raleigh, NC 27615, Telephone No.: 919-845-1450.
Questions concerning administrative matters should be directed to Hilda W. Williams, Senior Procurement
Specialist, at (919) 560-0054 or via email at purchasinggroup@dconc.gov.
A hard copy of the Plans, Specifications and other contract documents may be obtained by those qualified
and who will make a bid, upon a deposit of $250.00 for each set issued to Contractor. Deposit checks shall
be made payable to the “REI Engineers”. Contractors may secure document sets after 8:30 A.M. Eastern
Time, Monday through Friday at the office of REI Engineers, 9121 Anson Way, Suite 100, Raleigh, NC
27615, Telephone No.: 919-845-1450. The full deposit shall be returned to those Contractors who return
the Specifications and Plans in good condition within ten (10) days after the date set for receiving bids.
Plans and Specifications are to be returned to the office of REI Engineers, 9121 Anson Way, Suite 100,
Raleigh, NC 27615. Document can be issued electronically at no cost if preferred.
Contractors who bid must be licensed to do work in the State of North Carolina under the Act to
Regulate the Practice of General Contracting. The Contractor’s North Carolina License number shall
be designated on the outside of the envelope containing the bid.
A 5% bid security is required with each bid that equals or exceeds $300,000.00.
Bids will be evaluated and the Contract will be awarded in accordance with statutory public contract
requirements as supplemented or altered by the Minority/Women Business Enterprise Utilization
Ordinance of the County of Durham (MWBE).
Proposals are encouraged and welcome from historically underutilized businesses (HUBs).
The County reserves the right to reject any and/or all bids, waive informalities, and/or accept such
bid as appears in its judgement to be in the best interest of the County.
