Referee Coordinator
For the
Board of Equalization
Question 1: Do you have figures as to how many hours the referees billed for each category? If
not, do you have an overall figure?
Response: Residential billings ‐ 191 hours. Commercial/Agricultural billings – 143 hours.
Question 2: Do you know how many hours the coordinator logged last year overall?
Response: Referee Coordinator logged 171.5 hours last year
Question 3: Can you share what the billing rate was charged last year for the coordinator?
Response: The billing rate for last year was $110 per hour.
Question 4: Does the coordinator plan the hourly rates for referees, or is that set by the County?
Do you know what those rates are for this year?
Response:
For the last several years we have tried to be competitive with Lancaster and Douglas
County. Our rates have been $75/Residential $85/Commercial & Agricultural for several
years.
Question 5:
For the coordinator position, I understand that includes coordinating the referee
activities of the summer as well as appearing for BOE meetings and potentially at TERC
hearings. How does that work for items that carry over multiple years? For TERC, I
believe they are backed‐up several years, so would we still be appearing in 3‐4 years
for cases we oversee this year as coordinator? Or do we pickup for any existing cases
even from past years where we were not the coordinator?
Response:
Ideally the County would have the Referee/Referee Coordinator who set or reviewed
and approved the value testify regarding that information. However, there have been
instances in which the Appraiser who set the valuation on a property has retired or
otherwise left the Assessor’s Office prior to a hearing that would address that value. In
those cases, another Appraiser from the office reviews the information and makes their
own conclusions/recommendations of value that they then testify to at the hearing.
Potentially this could be asked of a current Referee Coordinator as well.

Question 6:
We have one employee that is working toward a Certified Residential credential. They
have several years experience working in our firm, and have supported protests in
other counties in the past. Would they be eligible to help as a referee given that
experience, or do they actually need to be licensed?
Response: The County requires certification.
Question 7: The request asks for sample work. Do you mean like a sample appraisal report, or
samples of opinions that we have written as referees in the past?
Response:
The County prefers to see sample opinions written by referees. If that is not available, a
sample appraisal report could be provided.
Question 8: We presume all referees, including those from our firm, would be contracted directly
by Sarpy County.
Response:
No. The following clause shall be removed from the RFP, Scope of Work, 6. General
Requirements, f. Each individual selected to act as a Referee shall be required to
execute a separate agreement with the County. A copy of the agreement to be executed
by each Referee is attached and incorporated herein by reference.
RFP, Terms and Conditions, 6. General Requirements, e. shall be modified to include the
following statement: Referee Coordinator shall contract directly with any and all
subcontractors or staff required to fulfill the scope of services as detailed within this
RFP.
Question 9:
Our understanding is that part of our proposal would be the hourly rate for the
referee coordinator, and that the total fee for the coordinator would then be
calculated based as Total Hours x Hourly Rate = Total Fee Is this accurate? If so, how
does the $60,000 limit in the Compensation section work? Do we just give notice to
the County once we reach that threshold so to then continue our services? A little
more explanation of how that $60,000 limit works would be helpful.
Response:
The total contract value, which includes the cost of the Referee Coordinator, Assistant
Coordinator if one is appointed pursuant to the RFP, and the cost of any other
subcontractors or staff, is estimated at $60,000, or less. During the term of the contract,
if the selected coordinator anticipates expenses over $60,000 a notification should be
sent to the Board of Equalization. The Board of Equalization will approve an excess of
$60,000 upon showing good cause.
Question 10:
Nobody has complete expertise on every type of property. I presume the expectation
is that the referees should have knowledge and familiarity with the properties they
evaluate, and the coordinator should have strong understanding of valuation to
interpret and review the referee recommendations. Please let me know if you are
looking for something different.
Response: This presumption is correct.
