INVITATION FOR BIDS
Sealed bids will be received from prequalified contractors at the office of the Department of Public Works
of the City of Manchester, New Hampshire before or at 2:00 P.M., prevailing time on May 02, 2024 for
the following described services:
STORMWATER SERVICES PROGRAM
FY24-500-57
The City of Manchester is accepting bids for its 2024 STORMWATER SERVICES PROGRAM. The proposed
work to improve the roadway surficial drainage systems is spread throughout eight (8) locations around
the City of Manchester.
The project, which is intended to support proper roadway surface flow and reduce flooding, consists of
roadway grading improvements through either proposed mill and overlay or full depth reconstruction;
the installation of granite curbing along designated sections; upgrades to existing drainage structures and
pipe; and the installation of additional drainage structures, culverts, and pipes.
This project is being constructed using funds from the American Rescue Plan Act of 2021 (“ARPA”), and
is subject to federal requirements related to wage rates, reporting, etc., as described elsewhere in the
Contract documents.

Specifications and proposal forms may be obtained on the City’s website at www.manchesternh.gov, or
may be obtained at the Office of the Department of Public Works (475 Valley Street) for $25.00 cash or
check, non-reimbursable.
A $5.00 non-refundable mailing fee will be charged for specifications mailed to any contractor. Checks
should be mailed to Department of Public Works, 475 Valley Street, Manchester, N.H. 03103.
All individuals, firms, partnerships, or corporations intending to bid must be prequalified for the project.
Those contractors who have not submitted their Annual Prequalification forms and are interested in
bidding shall be required to submit their project specific prequalification form at least five (5) working
days prior to the bid opening.
Prequalification forms may be obtained at the Office of the Department of Public Works (475 Valley
Street) for $5.00 or downloaded from the following URL:

All checks shall be made payable to: "Department of Public Works, City of Manchester, N.H."
Bids must be completed in both words and numerals on regular proposal forms, which shall be submitted
in a sealed envelope marked: "Proposal for STORMWATER SERVICES PROGRAM, FY24-500-57",
addressed and delivered to the Department of Public Works not later than the date and time mentioned
above, at which time they will be publicly opened and read aloud.
Bids must be accompanied by a Certified Check or Bid Bond for the amount of five percent (5%) of the
total Contract Price, payable to: "Department of Public Works, City of Manchester, N.H.", as security for
the execution of the Contract.
A Performance and Payment Bond each in the amount of 100 percent (100%) of the Contract price will be
required from the successful bidder.
