INVITATION FOR BIDS
Sealed bids will be received from prequalified contractors at the office of the Department of Public Works
of the City of Manchester, New Hampshire before or at 2:00 P.M., prevailing time on APRIL 09, 2024 for
the following described services:
PAVING PROGRAM
FY24-500-44
The City of Manchester is accepting bids for its 2024 PAVING PROGRAM.
The scheduled work is located in various areas around the City of Manchester and consists primarily of
Pavement Milling with Overlay and/or Pavement Reclamation along with Sidewalk Reconstruction, as
required.
The contract is comprised of paving multiple streets, totaling approximately six (6) miles of work selected
over the course of the year. Individual paving site location sizes range from approximately 1,000 to 18,000
square yards (SY), and are defined in Appendix A.
Work shall primarily include the reclamation of existing pavement ranging from 8-INCHES to 12-INCHES
in depth, including the removal of excess material (subsidiary); the milling and overlaying of existing
pavement ranging from 2-INCHES to 4-INCHES in depth; the replacement of traffic signal loops as needed
or ordered; the resetting of curbs as required; the reconstruction of adjacent sidewalk as needed or
ordered; the construction of ADA-compliant curb ramps, including the installation of detectable warning
panels at every street crossing; the reinstallation and adjustment of utility structure castings; the
placement of binder and wearing pavement courses; and the restoration of pavement markings and
striping.
Certified Check/Bid Bond: $30,000.00

Specifications and proposal forms may be obtained on the City’s website at www.manchesternh.gov, or
may be obtained at the Office of the Department of Public Works (475 Valley Street) for $25.00 cash or
check, non-reimbursable.
A $5.00 non-refundable mailing fee will be charged for specifications mailed to any contractor. Checks
should be mailed to Department of Public Works, 475 Valley Street, Manchester, N.H. 03103.
All individuals, firms, partnerships, or corporations intending to bid must be prequalified for the project.
Those contractors who have not submitted their Annual Prequalification forms and are interested in
bidding shall be required to submit their project specific prequalification form at least five (5) working
days prior to the bid opening.

Prequalification forms may be obtained at the Office of the Department of Public Works (475 Valley
Street) for $5.00 or downloaded from the following URL:

All checks shall be made payable to: “Department of Public Works, City of Manchester, N.H.”
Bids must be completed in both words and numerals on regular proposal forms, which shall be submitted
in a sealed envelope marked: “Proposal for PAVING PROGRAM FY24-500-44”, addressed and delivered
to the Department of Public Works not later than the date and time mentioned above, at which time they
will be publicly opened and read aloud.
Bids must be accompanied by a Certified Check or Bid Bond in the amount listed above, payable to:
“Department of Public Works, City of Manchester, N.H.”, as security for the execution of the Contract.
A Performance and Payment Bond each in the amount of 100 percent (100%) of the Contract price will be
required from the successful bidder.
