GENERAL INFORMATION
The following meanings are attached to the defined words when used in this document:
"City" means City of Manchester, New Hampshire.
"Vendors" means the person, firm, or corporation submitting a proposal on these
specifications or any part thereof.
"Contractor" means the person, firm, or corporation with whom the contract is being made
by carrying out the provisions of this Proposal and the contract.
"Firm price" shall mean a guarantee against a price increase during the contract’s life.
Schedule of Events
The City reserves the right to amend the Schedule of Events at its sole discretion and at any time
through a published Addendum or Addenda.

It is the Vendor’s responsibility to check the website for any addendums issued before the
submittal deadline to ensure that the Vendor has a complete, up-to-date package.

Project Description
The City of Manchester’s Parks, Recreation, and Cemetery Division (the City) requests
Proposals from qualified playground equipment manufacturers and vendors (“Vendors”) for the
following:
Remove and dispose of play equipment and playground surface material following all local,
state, and federal regulations. The Vendor shall send the materials to a recycler or sell for
scrap material to the greatest extent practical.
Grade and prepare the site for new equipment installation.
Design, provide, and install playground equipment and resilient solid surface material within
the proposed budget for each location.
Meet the newly passed New Hampshire RSA 155:83 Public Playground Accessibility.
o Any public playground constructed on or after January 1, 2024, shall, in addition to
meeting general safety standards and Americans with Disabilities Act standards,
include accessible pathways made from resilient solid surface material that is not a
loose fill or aggregate, beginning at the entrance of the playground, continuing to
each piece of playground equipment, and extending to the playground exit. Source.

Supply direct supervision from the manufacturer or supply qualified and certified
representative during playground installation.
Perform a post-installation inspection of equipment upon completion to ensure the proper
installation of the equipment.
o Modifications must be submitted in writing to the City if not correctly installed and
remedied immediately. The City will conduct co-inspection with the Vendor's
representative of assembly and installation work following installation.
o The City or its representatives will supply the punch list for completion generated by
this co-inspection.
o The Vendor shall submit to the City the manufacturer’s certification of compliance
and warranty following punch list completion.
Documentation attesting the equipment has been installed, meeting all specifications
warranted by the manufacturer.
o Provide the City with the manufacturer's warranty of installed equipment.

PLAYGROUND PROPOSAL PRICE LIMITATION: The TOTAL CONTRACT PRICE
BASE PROPOSAL shall not exceed $590,000.00 (five hundred ninety thousand dollars and
zero cents), the maximum amount of funding available for this project. The Vendor is
responsible for obtaining and paying for all necessary permits and details, as required by the
governing building authorities for work performance.

PROPOSALS: Proposals must be valid for one hundred and eighty (180) days following the
deadline for submission of Proposals in the Schedule of Events or until the Effective Date of any
resulting contract, whichever is later.
CONSTRUCTION PERIOD: The anticipated Construction start date is Spring 2024, with a
completion date of no later than Friday, December 13, 2024. There shall be no active
construction work on weekends or the following holidays: Memorial Day, Labor Day, Columbus
Day, Veterans Day, or Thanksgiving.
PUBLIC ACCESS AND PROTECTION: The Park will be open to the public and staff when
the work is in progress. The Contractor shall be responsible for barricading sufficient areas
around the work site to keep visitors and personnel safe from construction hazards.
PROTECTION OF PROPERTY AND THE PUBLIC: The Contractor shall construct all
fences, barricades, and protection facilities required for the protection of the public to the
satisfaction of the City. Furnish and install all signs, lights, reflectors, and all such protection
facilities as may be required by the City. Keep all access roads clear of debris, materials, and
construction equipment—repair roadway or sidewalks where disturbed by construction to the
satisfaction of the City.
CLEANING: The site must be kept clean, safe, and presentable to the public. Pick up
construction debris at the end of each day's work and remove it from the site weekly. After
completion of each playground, remove all barricades, equipment, and debris promptly from the
site.
EXPERIENCE AND REFERENCES: Vendors must have at least five years of experience and
provide references for three (3) projects of similar size or larger completed in the last five (5)
years. A factory-trained and certified installer shall install all equipment.
SUBCONTRACTORS: Services are to be provided by the successful Vendor, except where
specific subcontractors or subcontractors have been noted in the Proposal and approved in
writing by the City for the project. List planned subcontractors and their responsibilities in your
Proposal documents.
