NOTICE TO BIDDERS
Notice is hereby given that on THURSDAY, FEBRUARY 8, 2024, at, 2:30 PM, sealed bids will
be opened and read in public by the Purchasing Agent in the County of Somerset, Administration
Building, 20 Grove Street, Somerville, New Jersey 08876, 3rd Floor, County Commissioner’s
Meeting Room for:
RECONSTRUCTION OF WARRENBROOK POOL, 500 WARRENVILLE ROAD,
WARREN TOWNSHIP, SOMERSET COUNTY, NEW JERSEY, CONTRACT NO. 23014
This project is for the reconstruction of the Warrenbrook Pool and includes but is not limited to
the following major items of work:
Structural and architectural repairs to the pool building.
Procurement and replacement of all pumps, tanks, and ancillary equipment.
Addition of new ADA pool ramp.
Replacement of skimmers, intake and return lines.
Repairs to pool and pool deck.
Replacement of stairs, block and concrete retaining walls.
Bids shall be delivered in sealed envelopes and addressed to Melissa A. Kosensky, Purchasing
Agent, County Administration Building, Purchasing – 3rd Floor, 20 Grove Street, Somerville,
New Jersey 08876, clearly marked on the outside with the contract name and number,
bearing the name and address of the bidder on the outside.
We value the integrity of the procurement process, and in full transparency, the bid opening will
be conducted via Live-Stream from the County Commissioner’s Meeting Room. You can access
the Live-Stream from the County’s homepage at the prevailing date and time stated in this Notice
to Bidders. During the bid opening process, the bidders will be announced as will bid amounts.
A bid review providing unit prices will not take place at the openings. Instead, this information
will be posted, as always to the Purchasing webpage once available.
Instructions for downloading Specifications and Plans/Drawings from the County’s website can
be obtained by contacting the Purchasing Division at PurchasingDiv@co.somerset.nj.us. Release
of all Plans/Drawings requires receipt of a form of identification from the requesting individual
and Company information. [Examples: Company ID/Business Card] All information is subject
to verification. A hard copy of the contract documents can be requested through the Engineering
Office at EngineeringDiv@co.somerset.nj.us for a non-refundable fee of $75.00 payable to the
Somerset County Treasurer.
Bidder shall submit with the bid a certified check, cashier’s check or bid bond in the amount of
ten percent (10%) of the total price bid, but not in excess of $20,000.00, payable unconditionally
to Somerset County Treasurer, along with a Certificate (Consent of Surety) with Power of Attorney
for full amount of bid price from a Surety Company authorized to do business in the State of New

Jersey and that said Surety will furnish a Performance and Payment Bond in amounts of 100% of
successful bidder’s contract.
All Bid Addenda will be issued on the County website at www.co.somerset.nj.us, and processed
in accordance with N.J.S.A. 40A: 11-23(c)(2). All interested respondents should check the website
from now through bid opening. It is the sole responsibility of the respondent to be knowledgeable
of all addenda related to this procurement.
Bidders shall comply with the requirements of N.J.S.A. 10:5-31 and N.J.A.C. 17:27 et seq.
