RFP - Occupational Health Screening Services – Brownfields Environmental Skills Training (BEST) Program

Introduction

The City of Rochester is seeking proposals from qualified Consultants to provide occupational health services, drug and alcohol testing and independent medical examinations to candidates selected to participate in the City of Rochester BEST Program. The goal of the BEST Program is to train a total of 100 students over four (4) years for placement in the environmental construction fields. This program is being funded through a Brownfields Job Training Grant (BJT) grant from the United States Environmental Protection Agency (EPA) to the City.

The BEST Program is a comprehensive, multi-partner effort designed to lead to sustainable, long-term environmental employment and to make sure affected residents share in the economic benefits derived from Brownfields redevelopment. The BEST Program will specifically target dislocated workers; severely underemployed individuals; and unemployed individuals including low-income and minority residents, veterans, and those with little or no advanced education.

I.
PURPOSE

II. GENERAL BACKGROUND & INFORMATION
The BEST program is a comprehensive, multi-partner effort designed to lead to sustainable,
long-term environmental employment and to make sure affected residents share in the
economic benefits derived from Brownfields redevelopment. The BEST program will specifically
target dislocated workers; severely underemployed individuals; and unemployed individuals
including low-income and minority residents, veterans, and those with little or no advanced
education. The content of the training has been designed based on substantial input of
environmental employers and consultation with other communities that have had successful
EPA BJT grant funded programs.
The primary goal of the BEST Program is to train disadvantaged individuals and place them in
stable jobs in the environmental construction industry. This RFP is for a component of the BEST
Program.

III. COMMUNICATIONS
All communications by parties who have indicated an intent to submit or have submitted a
proposal in response to this RFP (“Respondents”), including any questions or requests for
clarifications, submission of the proposal, requests for status updates about the proposal
selection process and any other inquiries whatsoever concerning this RFP shall be sent, in
writing, to the following City staff person (“City Contact”):

No contact is permitted with any other City staff member with regard to this RFP during the RFP
process unless specifically authorized in writing. Prohibited contact may be grounds for
disqualification.

any questions about this RFP solicitation by December 21, 2023. Any substantive changes to
this RFP made subsequent to the date of issuance will be shared with all potential proposers
receiving the RFP and posted on the City’s web page by December 28, 2023.
To ensure that all Respondents have a clear understanding of the scope and requirements of
this RFP, the City will respond to all timely questions submitted via e-mail to the City Contact by
the question deadline stated above. Questions and the responding answers will be sent via e-
mail to all Respondents who have provided an e-mail address to the City Contact and will be
posted on the City’s web page for this RFP. The City’s failure to timely respond or provide
responses to any questions shall not delay or invalidate the City’s right to make a decision to
award an agreement pursuant to this RFP.
The City will make every reasonable effort to keep Respondents informed about the RFP
process. Notifications about Timeline date changes, amendments to the RFP and other
information about the RFP will be sent by e-mail to Respondents who have provided an e-mail
address to the City Contact and will be posted on the City’s website for this RFP. The City’s
failure to provide such information shall not delay or invalidate the City’s right to make a
decision to award an agreement pursuant to this RFP.
IV. SCOPE OF SERVICES
The City is seeking the services of a Consultant to perform the following services to implement
the Project. Respondent’s proposal shall address each of the following services, with a separate
cost and timeline for each identified task. The proposal shall address each of the requested
services, using the same identifying language, including any paragraph or section numbers or
letters as used in the RFP.
A. The Consultant will assist the City of Rochester in administering occupational health
services to candidates selected to participate in the BEST Program by providing physical
examinations and drug screens to selected candidates.
1) The Consultant shall provide health services for up to 100 candidates over a four-year
period, which consists of Asbestos Exposure Physical exams, Chest X-ray Exams,

Pulmonary Function Tests and 10-Panel Instant Drug Screens. In addition, the
Consultant shall provide up to 64 on-site 5-panel Urine Random Drug Screens.
2) The Consultant shall conduct a total of up to 64 on-site 5-panel Urine Random Drug
Screens within the four (4) years of the BEST Program. The City’s Environmental Job
Training Program Manager will direct the Consultant regarding the timing and location of
the 5-Panel Urine Random Drug Screens.
3) The Consultant shall conduct one (1) 10-Panel Instant Drug Screen per candidate up to
a total of 100 10-Panel Instant Drug Screens.
B. Additional services over and above those described above will need to be agreed to in
writing by the Consultant and the City’s Program Manager.
V. AGREEMENT TERM
The term of this agreement shall be four (4) years from the date of execution plus one (1), one-
year extension by mutual written consent.
VI. PROPOSAL SUBMITTAL REQUIREMENTS
Proposals must be postmarked or received by the City no later than January 9, 2024.

Each proposal shall be signed by an individual authorized to enter into and execute contracts on
the Respondent’s behalf. Unless otherwise specified in its proposal, Respondent represents
that it is capable of meeting or exceeding all requirements specified in this RFP.
Submission of a proposal shall be deemed authorization for the City to contact Respondent’s
references. Evaluation of proposals will be conducted by the City based on information provided
in the Respondent’s proposals and on such other available information that the City determines
to be relevant. The evaluation of proposals may include an on-site assessment, meetings with
authorized personnel, and may involve the use of a third-party consultant.
The Respondent selected by the City will be required to enter into a Professional Services
Agreement (PSA) with the City (see Attachment A, the City’s standard PSA form). The
establishment of a PSA is contingent upon approval by City Council for all Agreements in
excess of $20,000 or for a period of more than one (1) year and upon the availability of funds for
such an agreement. Unless otherwise stated in the proposal, the Respondent’s response to this
RFP shall be deemed its acceptance of the terms of this PSA. (Note: Attention is directed to the
City’s Living Wage requirements and MWBE and Workforce Utilization Goals)

Respondents shall provide sufficient information in their written proposals to enable the City
review team to make a recommendation to the Mayor. The City reserves the right to invite any
or all Respondents to an interview to discuss their proposal. Any expenses resulting from such
an interview will be the sole responsibility of the Respondent. The City is under no obligation to
select any of the responding Respondents or to conduct the Project described herein. The City
may amend or withdraw the RFP at any time, within its sole discretion. The City shall have no
liability for any costs incurred in preparing a proposal or responding to the City’s requests with
respect to the proposal.
VII. PROPOSAL CONTENT
Proposals submitted in response to this RFP must include the following:
A. Experience and Qualifications providing the services requested in Section IV
1. A brief discussion of your firm’s experience providing occupational health services to
organizations and individuals employed or seeking employment in the asbestos
abatement, demolition, environmental remediation, and environmental construction
fields in the City of Rochester and Monroe County.
2. Identify the number of years your organization has been providing such services.
3. Please identify the address of the facility where health screens and testing will occur.
4. If you have provided health services or otherwise participated in US EPA EWDJT or
US EPA BJT grant funded programs, please describe the services provided or the
nature of your involvement.
B. Health Services Staffing
Clearly identify the individual that will serve as the City’s primary point of contact for the
health services to be provided under this RFP.
C. References
Please provide three (3) recent client references and telephone numbers for individuals
that can comment on your firm’s capabilities in the performance of the type of services
required by this RFP.
D. Scheduling & Workload
Please confirm that your firm could provide the required services in the manner,
sequence and timing indicated in Section IV of this RFP and any assumption needed to
meet these requirements or limitations that you may have in meeting the service
requirements.
E. Fee Proposal
Please provide per service fee for each service described in Section IV of this RFP.
Your firm’s proposed fee must be all inclusive of personnel, facility, equipment, supplies
and all other costs associated with the requested services.
