Professional Engineering and Design Services for
Design of Additional Non-potable Water Infrastructure in the South Cooper Mountain Area
The City of Beaverton is seeking electronic proposals from qualified licensed civil engineering firms, teams, or
Consultants, hereafter called Proposers, with experience, knowledge and expertise in the design of utilities in green
field developments, cost estimating, and project management to provide professional licensed engineering and
design services. The City proposes to engage the successful Proposer(s) to work with City staff and the developers
associated with the areas in South Cooper Mountain, as shown in Appendix A of the solicitation package, to design
additional non-potable water (purple pipe) system infrastructure to maximize the area that can be irrigated with the
non-potable water system expanding the existing, or modifying as needed, City-approved development designs. The
areas included for this scope of work are shown as Zone 1, Zone 2, and Zone 3 in Appendix A of the solicitation
package. It is the City’s intention to award multiple contracts, possibly one for each zone shown in Appendix A.
Proposers have the option to submit a proposal for one or more zones shown in Appendix A. The City reserves the
right to award the contract of one zone or more than one zone to each proposer. All three zones have similar scope
of work. The City desires the preliminary 30% design to be completed by December 7, 2020, and the final design to
be completed by March 8, 2021. Proposers are invited to submit a proposal outlining their experience and
qualifications in performing work directly related to the services required.
Electronic proposals will be received until 2:00 pm on October 15, 2020, via Equity Hub’s Bid Locker at:

There will be no formal opening. Facsimile or in person proposals will not be accepted. Proposals will not be
accepted after the stated opening date and time. Late proposals will be returned to the vendor unopened.

A mandatory pre-proposal conference will be held at 9:00 am PST on October 5, 2020 through Zoom link: , Conference Call in

phone at 971-291-2852. To assist in the productivity of the pre-proposal conference, please email questions prior to
the conference to, subject: Non-Potable Infrastructure RFP. Answers to questions
emailed by 2:00 pm on October 2, 2020 and all questions submitted at the pre-proposal conference will be posted
on the procurement website by 5:00 pm PST, October 7, 2020. Answers to any additional questions submitted by
5:00 pm PST, October 9, 2020 will be posted on the procurement website by 5:00 PM PST, October 12, 2020.
Proposers are required to certify non-discrimination in employment practices in accordance with ORS 279A.110(4),
and identify resident status as defined in ORS 279A.120(1). Pre-qualification of proposers is not required. All
Proposers are required to comply with the provisions of Oregon Revised Statutes and Beaverton’s Contract Review
Board Policy.
The City of Beaverton reserves the right (1) to reject any or all proposal not in compliance with public bidding
procedures, 2) to postpone award of the contract for a period not to exceed ninety (90) days from date of proposal
opening, (3) to waive informalities in the proposals, and (4) to select the proposal which appears to be in the best
interest of the City.
