RFQ for Water Project Engineering Services
Summary

The City of Milwaukie (City) is seeking proposals from qualified and experienced firms for engineering services on multiple water projects over approximately five (5) years. Each project will contain varying levels of engineering services and disciplines to be completed by the selected firms. Proposing firms should possess strong qualities in communication, timeliness and competency. A description of services, disciplines, and projects is provided under Section 3 of this document. Additionally, the water projects applicable to this solicitation are listed in the City’s adopted 2023-2028 Capital Improvement Plan (CIP) and could be in a future CIP.

The City’s objective is to select up to two (2) qualified proposers to perform engineering services for multiple water capital improvement projects. This may result in one or more individual firms or joint proposing teams, or a combination of each, being selected under this solicitation. The City will establish a contract with each of the two selected qualified proposers and issue task orders for each of the projects to be completed. As the City begins each project, the selected firms will be contacted in alternating order to negotiate a task order, including price, under their contract for a specific project.

The Request for Qualifications (RFQ) documents may be obtained at no cost at http://bids.milwaukieoregon.gov/ . Proposers will be required to login in order to access the bid documents.

The City’s expectation of any consultant the City contracts with is that the consultant’s values align with the City’s values of highly ethical conduct, fiscal responsibility, respect for the City and others, and responsiveness to the City’s customers.

Furthermore, the City strongly encourages its consultants to utilize these businesses when providing services and materials for city contracts and projects.

Proposals will be submitted to the City of Milwaukie, Attn: Jennifer Garbely, Assistant City Engineer, garbelyj@milwaukieoregon.gov . Proposals will be received until 5:00 p.m. (PST), on Thursday, September 14, 2023, for the purpose of selecting a proposal who evidences the highest level of qualifications to provide water project services. Proposals received after the deadline will not be considered.
