    Notice is hereby given that the Board of Commissioners of the County of Beaver,
    Pennsylvania, is seeking sealed qualification proposals from Remediation Specialists to guide
    the County of Beaver through the PA Voluntary Remediation Program and implementation of
    U.S. EPA Brownfields Cleanup grant, and provide plans, specifications and contract documents
    for the cleanup and development at the Darlington Brickyard, until 4:00PM, on MONDAY,
    NOVEMBER 27, 2023, at the office of Wayne Souffrant, Director of Central Services for the
    County of Beaver, located at:

    At that time, all qualification proposals will be acknowledged but will not be read aloud.
    Any qualification proposal received after the proposal receipt deadline will not be accepted. All
    qualification proposals will be held in strict confidence until reviewed and evaluated and a firm is
    selected.
    Copies of this Request for Qualifications (RFQ) will be available after 10:00AM, on
    TUESDAY, OCTOBER 17, 2023, at the office of Wayne Souffrant, Director of Central Services
    for the County of Beaver, the aforementioned, Beaver County Courthouse, or on the Beaver
    County website, at www.beavercountypa.gov, under Bids and Proposals.
    All qualification proposals must be submitted in the format required by this RFQ. All
    timely submitted proposals are valid for acceptance by the County of Beaver and may not be
    withdrawn for a period of ninety (90) days after the actual date of proposal submittal.
    The Board of Commissioners of the County of Beaver reserve the right to reject any and
    all proposals, to waive any informality(s) in any proposal, or to cancel this RFQ in its entirety,
    when it is in the best interest of the County of Beaver.

    I.
    PURPOSE
    The Board of Commissioners of the County of Beaver, Pennsylvania, is seeking sealed
    qualification proposals from Remediation Specialists to guide the County of Beaver
    through the PA Voluntary Remediation Program and the implementation of U.S. EPA
    Brownfields Cleanup grant, and provide plans, specifications and contract documents for
    the cleanup and development at the Darlington Brickyard, located at 825 Cannelton
    Road, Darlington, PA 16115.
    After all timely submitted proposals are evaluated and reviewed, the Board of
    Commissioners of the County of Beaver will select, for contract negotiations, the firm
    whose qualification proposal they deem to be the most advantageous for the County of
    Beaver. The County of Beaver was recently awarded a $500,000 Brownfields Cleanup
    Grant and the successful firm will oversee all the activities of the cleanup at the
    Darlington Brickyard site.
    II. BACKGROUND
    The Darlington Brickyard site is located at 825 Cannelton Road, Darlington, PA 16115
    and is owned by the County of Beaver. The site consists of three (3) contiguous parcels
    and encompasses approximately 75 acres of vacant land (parcel numbers are: 58-120-
    0118.000, 58-120-0118.001 and 77-120-0103.001). The site is surrounded by
    undeveloped forestland on all sides and sits along North Fork Little Beaver Creek.
    The site was first utilized for industrial purposes in the 1700 and 1800’s and in 1821 a
    wool factory was erected. Following the closure of the wool factory, the site was used as
    a brick manufacturing facility under several owners. Brick manufacturing ceased around
    1980 and all site structures were demolished. The site has remained unoccupied since
    this time.
    The County of Beaver hopes to transform the 75-acres of blighted and polluted
    brownfield back to productive use be restoring it to its natural undeveloped state,
    creating new connections to existing trail systems, enhancing local recreational features
    and integrating park features that pay homage to the site’s unique Native American
    heritage.
    Based on environmental site assessments conducted in 2021 using U.S. EPA Areawide
    Brownfields Assessment resources, the County of Beaver has determined that there are
    known hazardous substances found at the site including asbestos-containing materials
    (ACM) and lead-based paint (LBP) in the nine (9) stockpiles of demolition debris
    identified throughout the site. Twenty-four (24) samples of ACM were collected from the
    demolition debris stockpile and debris consisting of roofing materials, white paper-like
    material and cement board were confirmed to be asbestos-containing. LBP was
    identified on several green, beige and gray-coated bricks. The hazardous substances
    are believed to have resulted as a result of brick manufacturing activities.

    The County of Beaver proposes to remediate the Darlington Brickyard site via the
    removal of all contaminated materials with continuous air monitoring throughout the
    process as well as importation and placement of clean fill material. Project activities will
    include the development of a health and safety plan, project oversight during
    remediation, and revegetation of the site following removal. Contaminated media to be
    removed includes ACM, LBP-containing debris and other yet-to-be-identified
    substances. Friable and non-friable asbestos would be completely managed and
    removed in accordance with normal demolition practices under the Asbestos National
    Emission Standards for Hazardous Pollutants (NESHAP) (EPA 340-1-92-013) along with
    identified hazardous waste materials and other solid waste/debris. This would effectively
    address the elevated concentration of ACM and LBP containing materials found while
    assessing the debris stockpiles.
    III. SUBMISSION OF PROPOSALS
    Three (3) copies of your qualification proposal must be received in the office of Wayne
    Souffrant, Director of Central Services for the County of Beaver, Beaver County
    Courthouse, 810 Third Street, Beaver, PA 15009, no later than 4:00PM, on MONDAY,
    NOVEMBER 27, 2023. At that time, all qualification proposals will be acknowledged but
    will not be read aloud. All qualification proposals must be submitted in a sealed
    envelope and clearly marked as “RFQ – Professional Consulting Services Brownfields
    cleanup at Darlington Brickyard”.
    All qualification proposals must be submitted in hard copy either in person, via US
    Mail or another mailing source (FED EX, UPS, etc.). Regardless of the delivery method,
    the County of Beaver should verify that their proposal has been received prior to the
    qualification proposal deadline. Mailed proposals will be treated in every respect as
    though filed in person and will be subject to the same requirements. Any qualification
    proposal received after the proposal submission deadline will not be accepted.
    All qualification proposals shall be deemed proprietary and kept confidential until the
    time of contract award, at which time all proposals shall become public and available for
    public examination. All qualification proposals become the property of the County of
    Beaver at the time of proposal submission.
    Preparation of a qualification proposal by any prospective proposer shall be made
    at the prospective proposer’s expense.
    All qualification proposals must be signed by a person authorized to commit the
    proposing firm to any and all terms and conditions, as specified in this RFQ.
    The Board of Commissioners of the County of Beaver reserve the right to reject any or
    all proposals, in whole or in part, to negotiate costs or seek additional proposals, or to
    cancel this RFQ in its entirety, as they deem appropriate, and to award a contract to the
    firm whose qualification proposal they solely deem to be the most advantageous for the
    County of Beaver.
