REQUEST FOR PROPOSALS

Proposals for qualified individuals or organizations providing domestic violence advocacy services for child welfare staff, to include case support, education, collaboration and protocol development. These proposals will be received at the Office of the County Controller, 100 West Beau Street, Suite 403, Courthouse Square Office Building, Washington, PA 15301, until 11:00 A.M. Prevailing Time, on Tuesday, December 19, 2023, and immediately opened and read aloud therein. Names only to be read aloud. These proposals are being accepted by Washington County its’ Department of Children and Youth. Late proposals will not be accepted.

The above-mentioned RFP document may be obtained from the Washington County website at www.co.washington.pa.us. Vendors receiving RFP documents are responsible for checking for contract changes at the website.

All bids must be submitted as ONE ORIGINAL + ONE (UNBOUND) COPY according to the specifications and upon a uniform bid document blank. Proposers may email their written request to the Washington County Purchasing Office to Dalton Thompson at dalton.thompson@co.washington.pa.us or to Randy Vankirk at vankirkr@co.washington.pa.us. Any requests for clarifications are due to be received no later than ten days prior to RFP opening. Inquiries will not be accepted orally or via phone.

Bid Securities are not required.

Washington County will not be held responsible for any incorrect information obtained from any source other than from Washington County.

In accordance with the advertisement of the Washington County Commissioners, Courthouse Square,
Washington, PA inviting proposals for the provision of “Domestic Violence in house Advocate” for
Washington County’s Department of Children and Youth, Washington, Pennsylvania, having examined
the attached specifications and understanding the same, the undersigned proposes to furnish and comply
with all of said specifications.
Proposal Submission:
Interested parties should submit a proposal that includes the following:
1.) Executive Summary: A brief overview of your qualifications, highlighting
relevant experience, highlighting any relevant certifications, licenses, or
specialized training.
2.) Program Approach: Explain your methods for providing consultations, training,
and advocacy services to child welfare staff and DV survivors.
3.) Staff Qualifications: Bios and qualifications of key staff members who will be
involved in program delivery, including trainers, facilitators, and evaluators.
4.) Budget: A comprehensive budget that outlines all costs associated with the scope
of work.
5.) Availability and commitment: Specify your availability to work in-house,
including the expected number of hours per week or month

SCOPE OF WORK
I. Project Overview:
Washington County CYS is seeking proposals from qualified individuals or organizations
to provide domestic violence advocacy services for our child welfare staff. We recognize
the critical need for specialized support and expertise in addressing domestic violence
issues within child welfare cases. The selected advocate or agency will play a vital role in
enhancing our capacity to respond effectively to domestic violence situations and ensure
the safety and well-being of children and families involved.
Child welfare staff often encounter cases involving domestic violence, which can have
severe impacts on children and families. We aim to strengthen our response to domestic
violence by partnering with a dedicated advocate who can provide guidance, resources,
and training to our staff. The advocate will work collaboratively with our team, offering
expert advice, support, and advocacy for domestic violence survivors and their children,
promoting trauma-informed and culturally sensitive approaches.
II. Scope of Work:
The Selected specialist will be responsible for:
1. Consultation and Case Support: Provide consultation and guidance to child
welfare staff regarding cases involving domestic violence. Offer expertise in risk
assessment, safety planning, and interventions specific to domestic violence
situations.
2. Staff training and education: Develop and deliver training sessions and workshops
to enhance the knowledge and skills of child welfare staff in recognizing,
responding to, and addressing domestic violence. Ensure that staff are equipped
with the necessary tools and strategies to engage effectively with domestic
violence survivors.
3. Collaboration and networking: Establish collaborative relationships with local
domestic violence service providers, agencies, and community organizations.
Facilitate coordination and networking opportunities to enhance service provision
and create a comprehensive support network for survivors.
4. Policy and Protocol Development: Contribute to the development and refinement
of agency policies, protocols, and guidelines related to domestic violence within
child welfare. Stay updated on best practices and emerging trends in the field to
inform policy development and implementation.
