REQUEST FOR PROPOSALS

Proposals for a regional, Joint Transitional and Rapid Rehousing Program to provide housing support services in the Mon-Valley to individuals and families experiencing homelessness. These proposals will be received at the Office of the County Controller, 100 West Beau Street, Suite 403, Courthouse Square Office Building, Washington, PA 15301, until 11:00 A.M. Prevailing Time, on Tuesday, January 2, 2024, and immediately opened and read aloud therein. Names only to be read aloud. These proposals are being accepted by Washington County its’ Department of Human Services.

Late proposals will not be accepted.

The above-mentioned RFP document may be obtained from the Washington County website at www.co.washington.pa.us. Vendors receiving RFP documents are responsible for checking for contract changes at the website.

All bids must be submitted as ONE ORIGINAL + ONE (UNBOUND) COPY according to the specifications and upon a uniform bid document blank. Proposers may email their written request to the Washington County Purchasing Office to Dalton Thompson at dalton.thompson@co.washington.pa.us or to Randy Vankirk at vankirkr@co.washington.pa.us. Any requests for clarifications are due to be received no later than ten days prior to RFP opening. Inquiries will not be accepted orally or via phone. Specification inquiries can be made in writing to the Human Services team as listed on the website RFP under “Questions/Submissions.” Bid Securities are not required.

Washington County will not be held responsible for any incorrect information obtained from any source other than from Washington County.

In accordance with the advertisement of the Washington County Commissioners, Washington, PA
inviting proposals for the provision of “Joint Transitional and Rapid Rehousing Programming in the Mon
Valley” for its Department of Human Services – Homelessness Services, having examined the attached
specifications and understanding the same, the undersigned proposes to furnish and comply with all of
said specifications.
Proposal Submission:
Applicants are required to provide information according to the following outlined headings:
1. Background and Experience
Please describe your agency’s experience and/or qualifications for providing the following:
A. Leveraging other federal, state, local and/or private sector funding.
B. Program Management and Financial Accounting (including accounting system)
C. Compliance with public funding sources.
D. Experience working with households experiencing homelessness.
E. Delivering culturally responsive services.
F. Serving and improving outcomes for historically marginalized communities.
G. Capacity to promote racial equity.
H. Utilization of the Housing First Model.

Partnering with persons with lived experience.

Assisting program participants with obtaining and maintaining permanent housing.

4. Please provide a description of how the services of the proposed program will be
delivered. Be sure to include information on all of the following topics:
A. Staff qualifications, staffing patterns and staff training.
B. Assessment and training serving individuals experiencing homelessness.
D. Methods to be utilized in prevention and intervention in housing situations.
E. The coordination of all service needs, including behavioral and physical health.
F. Utilization of Natural Supports (peers, family, community, etc.)
G. Policy and Procedures for Intake.

I. STATEMENT OF PURPOSE/OVERVIEW:
The purpose of this Request for Proposal is to select a candidate to develop a scattered site, regional Joint
Transitional and Rapid Rehousing Program to provide housing support services for individuals and
families experiencing homelessness in the Mon Valley. It shall include the following components of
service delivery:
Utilize the Homeless Management Information (HMIS) System for accurate and timely data
entry.
Utilize HMIS and Western PA CoC prioritization for program entry.
Participation in the annual Point in Time (PIT) Count.
Assist individuals with locating housing, providing landlord negotiation, and any additional
assistance necessary to secure housing.
Assist individuals to ensure the understanding of the expectations of the leasing agreement.
Case Managers will develop Housing Stability Plans with all program participants utilizing
Housing First Principles and a strengths-based approach. These will be used to set goals for
successful retention.
Program staff will link program participants to community-based services per the Housing
Stability Plan.
Staff will assist the household with addressing issues that may impede access to housing, such as
credit or criminal history.
Work with individuals and families to develop and maintain a reasonable budget, linking them
with community resources and mainstream benefits such as utility assistance, employment
services, SNAP benefits, Social Security benefits, childcare food banks/pantries, and grocery or
thrift stores. Housing Case Managers may also assist individuals to access laundry facilities when
necessary.
Housing Case Managers will conduct face-to-face contacts at a minimum of once monthly at the
house/apartment and more often as needed for individuals having great difficulties and risks.
Telephone contact may also be used very minimally as a supplement in the event that face-to-face
contact becomes impossible.
Housing Case Managers will provide transportation when necessary to meet program goals.
Completion of the Housing Quality Standards tool to ensure the potential living environment
meets basic standards for quality and safety.
Program staff are expected to utilize evidence-based practices, including Housing First Principles
as well as Moving ON strategies.
Program staff will be required to attend Regional Housing Advisory Board and Local Housing
Options Team meetings as well as required HUD and CoC trainings.
Housing Case Managers will possess a minimum of a Bachelor’s Degree from one of the social
services domains or an Associate’s Degree with two or more years of experience working with
individuals who experience mental health challenges.
The program must follow all the policies and procedures in place by the Department of Housing and
Urban Development (HUD). A Housing First approach with low-barrier access is imperative in program
design. Service planning must be conducted while respecting the dignity and worth of the program
participant and honoring their right to self-determination. The program is expected to refer individuals to
community-based services to address barriers to housing and help to achieve overall stabilization.
Through evidence-based practices, such as Housing First, Trauma-Informed Care, and Harm Reduction,
the program should encourage housing stability and help to avoid any future episodes of homelessness.
