This Addendum No. 1, including all referenced attachments, modifies, amends, and
supplements designated parts of the Contract Documents to the above-referenced project and
shall be part of the Contract Documents as provided in the “Instructions to Bidders” for the
above-referenced project.
Acknowledge receipt of this Addendum by inserting its number and date on page 00 41 00 – 1
of the Bid Form. Failure to do so may subject the Bidder to disqualification.
The Contract Documents are hereby modified, amended, and supplemented as follows:

PRE-BID CONFERENCE
1. The meeting report from the pre-bid conference held on Thursday February 29, 2024 at 2:00
PM is attached to and included with this Addendum.
SPECIFICATIONS
1. SPECIFICATION 00 41 00: BID FORM PAGE 2-6: REPLACE Pages 2 through 6 with the
attached Section 00 41 00 Bid Form Pages 2 through 6.
2. SPECIFICATION 01014 – CONSTRUCTION SEQUENCE AND SCHEDULE
REQUIREMENTS: ADD the following new paragraph immediately after Paragraph 1.09:
“1.10 ADVERSE WEATHER
A. The schedule submittal to the Engineer must include planning for typical adverse weather
in the project area over the duration of the contract.
B. The Contractor must provide the Engineer evidence of excessive weather conditions in
excess of the adverse weather typically expected by the National Oceanic Atmospheric
Administration (NOAA) (https://www.ncei.noaa.gov/, 828-271-4800) for the project area, in
order to justify a delay due to excess adverse weather (i.e., unusually severe weather).
C. Time Extension for unusually severe weather:
1. This provision specifies the requirements for the consideration of time
extensions for unusually severe weather. In order for the Engineer to grant a time
extension, the following conditions must be satisfied.
a. The weather experienced at the project site during the Contract period
must be found to be unusually severe, that is, more severe than the
adverse weather determined to be typical for the project area according to
the NOAA website.

b. The unusually severe weather must actually cause a delay to the
completion of the project. The delay must be beyond the control and
without the fault or negligence of the Contractor.
D. Upon acknowledgement of the Notice to Proceed (NTP) and continuing throughout the
contract, the Contractor shall record on the project schedule, the occurrence of adverse
weather and resultant impact to normally scheduled Work.”
3. SPECIFICATION 01046 – CONTROL OF WORK: DELETE “1-inch” in the second sentence
of Paragraph 1.03.E and REPLACE WITH “3/4-INCH”.
4. SPECIFICATION 01170 – SPECIAL PROVISIONS: REMOVE “with photographic evidence”
from the fourth sentence of Paragraph 1.18.B.2.
5. SPECIFICATION 01170 – SPECIAL PROVISIONS: ADD the following sentence after the
fourth sentence of Paragraph 1.18.B.2:
“A minimum of three (3) of the attempts must be door-to-door. A maximum of one (1) of the
attempts can be a phone call or email.”
6. APPENDIX A – CONTRACT ADDRESSES: ADD “Note: Scale is for topographical
information only such as streets and buildings. Dots representing properties with lead
service lines are not to scale and are for identifying the correct properties only. The lines
represent which building and which street the service line runs between and does not show
the service line alignment.” to each of the figures.
