INVITATION FOR BIDS
The City of Gatlinburg will receive bids until 2:30 p.m. March 21, 2024, at
Gatlinburg City Hall, 1230 Parkway East, Suite 2, for the painting of highway
markings at which time they will be publicly opened and read aloud. The work shall
consist of repainting existing centerline, shoulder and miscellaneous striping work.
The colors shall match the existing. The term of the agreement shall be for two (2)
year with option to renew for two (2) additional year.
Bid shall be sealed in an envelope with the bidder's name, address, the bid opening
time and date and the quotation "Street Striping" stated plainly on the outside.

Bid specifications will also be available on the City of Gatlinburg website at
www.gatlinburgtn.gov under "Bid Opportunities". This bid tab is located on the
center of the main page.
All bidders must be licensed as required by the State of Tennessee. The bidder's
name, license number, classification qualifying the bidder for this work and the
expiration date shall be on the sealed envelope containing the bid. The words "Street
Striping Contract Bid", along with the date and time of the bid listed above shall also
be on the outside of the envelope. If the envelope containing the bid is not properly
prepared, the bid will not be opened.
The City of Gatlinburg reserves the right to waive any informalities in the bids and
to reject any and all bids and to accept the bid deemed to be the most favorable to
the interests of the City.
The project is opened to all qualified bidders, regardless of whether they are on
attached bid list.
GENERAL PROVISIONS
Prices quoted shall not include Federal or State taxes, if any are applicable. The
successful bidder shall furnish tax exemption forms, if required, with their
invoices.
The prices quoted are that for which the materials or services will be delivered
F.O.B. Gatlinburg, Tennessee.
Any additions, deletions, or variations from the following specifications must be
noted.
Inspection of the materials or equipment will be made by an agent of the City of
Gatlinburg, and if found defective or fails in any way to meet the terms of this
agreement, it will be rejected. Rejected materials or equipment will be replaced at
the expense of the bidder.
All technical specifications must accompany bid.
The City of Gatlinburg reserves the right to extend this agreement for one (1)
additional year after the completion of the first year agreement with right to
purchase additional units or service under same terms.
The City of Gatlinburg reserves the right to defer payment for thirty (30) days after
delivery. The City of Gatlinburg also reserves the right to reject any and/or all bids.
The bidder agrees to notify the City, in writing, within thirty (30) days, by
registered mail, at the City's address as stated in this agreement, of any claim
against the bidder on the obligations indemnified against.
It is the policy of the City of Gatlinburg not to discriminate on the basis of race,
color, national origin, age, sex, or disability in its hiring and employment practices,
or in admission to, access to, or operation of its programs, services and activities.
With regard to all aspects of this contract, contractor certifies and warrants it will
comply with this policy.

WORKMEN'S COMPENSATION

Contractor agrees to indemnify the City of Gatlinburg from any and all liability, loss or damage
the City may suffer as a result of claims, demands, costs, or judgments against it arising from any
and all work under this contract.
The Contractor agrees to notify the City in writing, within thirty days, by registered mail, at the
City's address as stated in this contract, of any claim made against the Contractor on the obligations
indemnified against.
2. Supervision/Inspection
All work under this contract is to be done under the supervision and inspection of the Public
Works Director, or his designee.
3. Payment:
The contractor shall maintain a Daily log of the work. A copy of each days log showing
the daily quantities shall be submitted to the Superintendent, Street Department, within 48 hours
of the close of work of the day in question. The monthly payment request shall be based upon the
summary of these daily reports.
Payment request shall be prepared for work through the 25th of each month and submitted
to the Superintendent, Street Department no later than the 29th day of the month. Payment of
properly submitted request will be made by the 15th day of the following month. Improper or late
requests may be returned or held for inclusion in the following month's request.
4. Traffic Control:
The contractor shall be responsible for traffic control and shall provide barricades, signs,
flagmen, etc. as necessary or as directed, to maintain traffic movement without undue delay or
hazard. Nighttime work is acceptable.
TECHNICAL SPECIFICATIONS
1. SCOPE OF THE WORK:
The work shall consist of the re-painting of existing centerline and shoulder striping,
crosswalks, and miscellaneous street markings Templates for Crosswalks are to be furnished by
the Gatlinburg Street Department.
2. PAVEMENT MARKINGS:
Pavement markings are to be as specified in Section 716, "Pavement Markings", Tennessee
Department of Transportation, Standard Specifications for Road and Bridge Construction.
(DOT-716).
3. PAINT:
DOT 910.05, with glass beads.
4. EPOXY ADHESIVE:
DOT - 918.26.
CURBS AND STREET MARKINGS - CONTRACT
This AGREEMENT is dated as of the day of , 20 , by and between the City of Gatlinburg,
Tennessee ("City") and
("Contractor").
The City and the Contractor, in consideration of the mutual covenants herein set forth, agree as
follows:
Article 1. WORK
Contractor shall complete all Work as specified in the Contract Documents. The Work is described
as follows:
Repainting of street striping, crosswalk painting, and other miscellaneous street markings.
Article 2. ENGINEER
The project is designed by the City of Gatlinburg who is hereinafter referred to as the "Engineer"
and who is to act as the City's representative, assume all duties and responsibilities and have the
rights and authority assigned to the "Engineer" in the contract documents in connection with
completion of the Work in accordance with the contract documents.
Refer to the Supplementary/Special Conditions.
Article 3. CONTRACT TIME
All work under this contract must be completed within fourteen (14) calendar days of notification
by the Street Department.
Damages in the amount of $50/calendar day is to be deducted from the monies earned for each
calendar day beyond the above fixed completion date to compensate the City for its inconvenience
presumed to be suffered due to interference with the tourism visitors freedom of movement. After
the above fixed completion date, if the Contractor shall neglect, refuse or fail to complete the
remaining work, grounds for termination of the contract will have been established.
Article 4. INDEMNITY AGREEMENT
Contractor agrees to indemnify the City of Gatlinburg from any and all liability, loss or damage
the City may suffer as a result of claims, demands, costs, or judgments against it arising from any
and all work under this contract.
The Contractor agrees to notify the City in writing, within thirty days, by registered mail, at the
City's address as stated in this contract, of any claim made against the Contractor on the obligations
indemnified against.
