INVITATION TO BIDDERS
The City of Gatlinburg is accepting sealed bids for the refurbishing of two hundred and twenty-nine
(229) Winterfest Scroll Displays for the Winterfest Lights Program. See specifications for complete
details.
Bids will be received at Gatlinburg City Hall until 2:30 p.m. Febuary 1, 2024, at which time they will
be opened to the public and read aloud. No bid may be withdrawn for thirty (30) days.
Bid Documents may be obtained from Delea Patterson, AP/Purchasing, Gatlinburg City Hall, 1230
Parkway East, Suite 2, P.O. Box 5, Gatlinburg, TN 37738, Telephone Number (865) 436-1409. Email:

Technical questions regarding design, electrical requirements, etc. will need to be
directed to Wayne Large with the Building Maintenance Department at 865-436-1444,
or waynel@gatlinburgtn.gov . Please call Wayne Large to set up appointment to view
displays.
Bid specifications will also be available on the City of Gatlinburg website at www.gatlinburgtn.gov
under "Bid Opportunities". This bid tab is located in the center of the main page.
All bids must be sealed in an envelope with the bidder's name, address, bid opening time and date, and
the quotation "Bid on Display Refurbishing" stated clearly on the outside of the envelope.
The City of Gatlinburg reserves the right to accept/reject any and or all bids, to waive any informalities,
and to accept the bid deemed in the best interest of the City of Gatlinburg.
GENERAL PROVISIONS
Prices quoted shall not include Federal or State taxes, if any are applicable. The successful bidder shall
furnish tax exemption forms, if required, with their invoices.
The prices quoted are that for which the materials or services will be delivered F.O.B. Gatlinburg,
Tennessee.
Any additions, deletions, or variations from the following specifications must be noted.
Inspection of the materials or equipment will be made by an agent of the City of Gatlinburg, and if
found defective or fails in any way to meet the terms of this agreement, it will be rejected. Rejected
materials or equipment will be replaced at the expense of the bidder.
All technical specifications must accompany bid.
The City of Gatlinburg reserves the right to purchase additional units under this agreement for a period
of one (1) year so long as pricing stays the same.
The City of Gatlinburg reserves the right to defer payment for thirty (30) days after delivery. The City
of Gatlinburg also reserves the right to reject any and/or all bids.
The bidder agrees to indemnify the City of Gatlinburg from any and all liability, loss or damage the
City may suffer as a result of claims, demands, costs, or judgements against it arising from any and all
work under this agreement.
The bidder agrees to notify the City, in writing, within thirty (30) days, by registered mail, at the City's
address as stated in this agreement, of any claim against the bidder on the obligations indemnified
against.
It is the policy of the City of Gatlinburg not to discriminate on the basis of race, color, national origin,
age, sex, or disability in its hiring and employment practices, or in admission to, access to, or operation
of its programs, services and activities. With regard to all aspects of this contract, contractor certifies
and warrants it will comply with this policy.
Vendor shall possess all of the necessary insurances and licenses required to perform this type and size
of project.
SPECIFICATIONS FOR DISPLAY REFURBISHING
1. Items to be refurbished:
206 - Scrolls with Snowflakes attached.
23 - Scrolls without snowflakes.
2. Refurbishing shall include, but not necessarily limited to, the following:
Strip existing wire from display frames
Sandblast display frames
Powder coat display frames white and all hanging brackets and support brackets
Apply new SPT1 white wire, 18 gauge, and C7 sockets at same spacing (4 inches on center
apart) as existing pieces, attached with white Scotch 35m tape
Install C7 130V Mileon brand only LED lamps with three (3) year normal use warranty
All clear LED’s will be cool white only C-7 or C-9 type
All displays will be re-boxed upon completion to return delivery.
Any other procedures not mentioned that are required.
3. Pricing shall include any pickup and delivery of displays
All displays will be finished and delivered back to the City of Gatlinburg no later than
September 3rd, 2024.
