Shelby County Municipal Separate Storm Sewer
System (MS4) Program Improvements
(Roads, Bridges, and Engineering)
TO ALL PROSPECTIVE BIDDERS:
The above-described RFQ has been modified to reflect the following change:
On pages 10-11, IX. Purpose/Scope of Work, the below information has been added.
The Services will include at a minimum:
Updating the County’s GIS stormwater infrastructure and outfall database with existing
data, and supplemented with survey data, as needed.
Utilizing GIS stormwater infrastructure database, previous stormwater modeling
results, previous stormwater evaluations, and other existing data to provide an assessment
of the County’s current storm water infrastructure.
Developing a stormwater master plan to direct future development and capital
improvement projects, address critical regional stormwater needs and deteriorating
infrastructure, and ensuring compliance with the County's Stormwater Management Plan,
with an emphasis on improving water quality.
Developing a best management practices and low impact development manual for the
County to achieve NPDES permit stormwater quality compliance in accordance with the
County’s current MS4 permit effective September 1, 2022.
Reviewing and rewriting a new public information and education plan to meet the
current NPDES permit requirements.
Reviewing and rewriting a new 5-year analytical and non-analytical stream monitoring
plan to meet current NPDES permit requirements.
Reviewing and updating lists of receiving streams, impaired streams, streams with
TMDLs, post-construction management practices, and latest TDEC protocols to meet
current NPDES requirements.
Evaluating construction plan review, IDDE program and post construction inspection
and documentation practices.
Facilitating the update the County’s stormwater ordinances to incorporate new
stormwater practices and NPDES permit requirements.
